Water Purchase Contract

Napoleon Water signed a Good Faith Negotiation Agreement toward a Water Purchase Contract Amendment.

Commonwealth Engineers Project Update Memo

2025 CCMG Project

  • Due to weather, no additional construction has taken place since the last report. Upon suitable conditions, the contractor will finish paving and complete other remaining work.

Motion to approve Commonwealth’s claim of $1,150.68 for Construction Engineering. Mover: Holley Rose. Second: Bill Roberts. Vote: 3 ayes.

2026 CCMG Project

  • Osgood was not awarded funding for the 2026 CCMG program. Final design was completed and plans were reviewed with the Town in anticipation of future funds. Another potential funding source may be available through Indiana SB 179, which, if passed, would provide an additional $75 million in funding to agencies that did not receive 2026 CCMG funding.
  • Bidding documents were developed and issued for bids on March 10, 2026. Bid opening will occur on March 27, 2026. After review and tabulation of bids, information will be submitted to INDOT for consideration for the new funds.

Motion to approve Commonwealth’s claim of $2,700.00 for Final Design. Mover: Bill Roberts. Second: Holley Rose. Vote: 3 ayes.

Wastewater Utility Preliminary Engineering Report and Asset Management Plan

  • Draft sections of the PER are being reviewed, and preliminary cost estimates are being assembled.
  • Two visits to the WWTP occurred in February for the asset inventory for the AMP. The final asset inventory list is being assembled for review. Once assembled, work will continue on the remaining AMP documentation.
  • Several documents require signatures prior to the April 1 submittal deadline. Authorization requested for Chris Kuhn to sign, with additional forms including cost/effective certification and asset management plan certification inclusive of physical sustainability plans.

Motion to grant signatory authorization to Chris Kuhn, contingent upon Lynn Fledderman’s review. Mover: Holley Rose. Second: Bill Roberts. Vote: 3 ayes.

Water Improvements and Lead Service Line Projects

  • Right-of-entry (ROE) status: 20 approved, 11 refused, 9 not returned for known galvanized lines requiring replacement. An additional outreach plan will be assembled (mailers or door knocking). Refusals for known galvanized lines will be reviewed with the Water Utility to determine potential Town intervention or continued listing.
  • Pre-construction meeting for both projects scheduled for March 18 at 11:00 AM at Town Hall.
  • Construction expected to begin between May and June.
  • Easement for valve installation at 642 Wilson Street (Patricia Schmaltz property): in-person meeting and phone outreach completed; signed easement not received as of the meeting date.
  • Commonwealth Professional Service Agreement: expiration date correction.

Amendment 2026-01: Correct the Expiration Date on the 1/4/2010 Agreement.

  • Due to extension in contract times, an amendment was assembled to extend Construction Engineering and on-site Inspection (RPR) services.

Amendment 2026-02 (WTP Project)

  • Construction Engineering: Additional $45,000
    • Original budget: 7 months
    • Revised duration: 10 months
    • Additional 3 months at approximately $15,000 per month
  • Resident Project Representative (RPR): Additional $105,000
    • Resulting budget allows 9 months of part-time inspection at approximately $20,000 per month and 1 month of full-time inspection at approximately $30,000

Gas Department

Gas Department received a $100,000 grant from the Reynolds Foundation toward purchase of an automated meter reading upgrade. Grant Award Agreement required signature by Chris Kuhn.

Discount Program Resolution

Resolution for continuation of the Discount Program for the upcoming funding period beginning August 1, 2026 (program participation ongoing since 2019).

Gas Rate Adjustment

Rate adjustment discussed due to rising operational costs, infrastructure maintenance, and regulatory compliance requirements. Approval requested for Lynn Fledderman to begin required procedural steps, including documentation preparation and regulatory filing.

Police Department Report

Monthly report presented by Alex Wilhelm.

  • Two-hour parking enforcement message not received prior to the meeting.
  • New decals on the Ford vehicle observed to be peeling; Green Sign contacted for correction.
  • INDOT permit pending.
  • Speed limit sign process discussed. Request to obtain two speed limit signs from INDOT.

Public Comment / Presentation

Geneen Ostendorf (Founder and CEO, Ripley C.A.R.E. Inc.) presented services addressing town cat colonies, including trapping, spay/neuter, ear tipping, rabies vaccination, and return to location of capture. Cost stated as $60.00 per cat. Monthly transport coordinated with Ripley County Humane Society; trap oversight to be coordinated with community assistance. Program intent described as slowing overpopulation. Budget feasibility discussed; item tabled. Stray versus pet identification described as chip reader verification.
