Regular Meeting
Tuesday, September 17, 2013
7:00 P.M.

Present at the meeting were Linda Krinop, Norman Kappes, DeDee Holliday, Mary Ann Gay, Tammy Wilhoit, Tony Wood, Eric Roush, Steve Wilhoit, Carole Michel, Susan Craig, Jan Thomas, Rick Hooten, and Al Stong.

Pledge of Allegiance.

Roll Call - all present

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Opened public hearing for the 2014 Budget. Linda Krinop asked if anyone had any questions, no one responded. Hearing closed.

Claims for the US 421 Curb & Sidewalk Project were presented:
Sedam Contracting, pay estimate #4 - $86,603.14
Commonwealth Engineers - $38,800.56

Motion was made to approve claims. Norman 1st, DeDee 2nd

The 2014 Inter-Local Agreement with the Ripley County Economic Development Corporation was presented. Osgood would agree to pay R.C.E.D.C. 12% of the 2014 Economic Development Income Tax funds.

Mary Ann Gay presented Ordinance 2013-8, which allows the Town to save money by installing one standard size STOP sign. The Town would adopt a twenty-four (24) inch sign as the appropriate sized sign to be placed at all stop intersections on the Town of Osgood streets.

Motion was made to adopt Ordinance 2013-8. Norman 1st, DeDee 2nd

Southeastern Indiana Regional Planning Commission's, Mary McCarty and Susan Craig, gave a presentation concerning the Rural Capacity Development Initiative. The RCDI is for communities and economic development to help with developing and growing. This program will help communities do things with the resources they already have. They are asking the Council to organize a group of citizens to develop a committee so that assets can be identified and problems solved. Grants are slowing down in the future and becoming more competitive.

Osgood Police Department - Eric Roush thanked the Council and Clerk-Treasurer for assisting in purchasing the new police car. Everything has been ordered and currently they are looking at a $1,000 savings. He also gave Council his monthly statistical report.

Commonwealth Engineers - Al Stong was present and informed Council that Theresa Hartwig has left the company and he would like Council to meet Wayne Bailey concerning grant opportunities. He wants to be proactive concerning future projects. A meeting will be set up September 26th at 4:30.

Street Department - Steve Wilhoit stated the sidewalk project should be done within a week. Everything is looking good. Also the new street signs will be going up in town.

Sewer Department - Tony Wood stated they are ahead on the land application and that they have received good news concerning the IDEM compliance that was cited. IDEM had cited a special condition under federal law to rework chloride limits. They have decided to let it backslide in the existing permit without having to redo it. Permit modifications will be made. Also, all the scheduled dig work has been completed and repairs made. He also stated that Joyce Powell will be retiring at the end of this year.

Motion was made to transfer Chris French to the Sewer Department for training to replace that empty position. Effective September 30th. DeDee 1st, Norman 2nd

Carol Michel was present and wanted Council to consider a couple of items that had disturbed her. She first wanted to start off by saying how proud she is of the improvements that have been made in the community. She stated it's a lot different than 20 years ago. The Osgood Trails is the most outstanding improvement, gorgeous. Also, the Council has done a tremendous job to maintain and keep the town looking good. The Town of Osgood Employees are the best in the county, we actually have a crew that works. The items that are disturbing her are the number of vehicles that are parked on both sides of the road in front of her house. She stated one truck has been there for a year without moving. Her neighbor Rick Hooten was present as well and agreed that it is a problem. They stated that it is a hazard at the intersection of Walnut and Eckert. She is also concerned with the number of yard sales that take place. She feels that some people have a yard sale 365 days a year. It's continuous; they are running a business without proper permits. She asked Council if an ordinance could be adopted to limit the number of yard sales per year. Mary Ann Gay stated that the County has an ordinance that limits the number, but the County would have to enforce it. Council agreed to look into the situation.

Jac-Cen-Del After Prom, Jan Thomas , was present and requested permission to be at the stoplight on October 5th from 8 to 11 or 9 to 12.
