Regular Meeting
Tuesday, September 16, 2008
7:00 P.M.
Present at the meeting were Mary Ann Gay, Norman, Kappes, Linda Krinop, Jeff Volz, Tammy Wilhoit, Dr. DeCilles, Toni McDonald, Ed Newman, Donald Dunbar, Tony Wood, Grover Powers, John Hegge, Renda Jones and Andrea Ingmire.

Motion was made to waive the reading and adopt the pre-read minutes. Linda 1st, Norman 2nd

Jeff Volz asked if anyone had questions on the 2009 Budget. No one responded.
Motion was made to adopt the 2009 Budget and Ordinance 2008-12. Norman 1st, Linda 2nd

A claim for Green 3 was presented in the amount of $1,020 for the Buckeye Street Parking Lot. This amount is for 25% of the Concept Plan and Construction Documents.

In 2004 and alley was vacated in the Challie Addition. The new owner of the property located at Olive/Buckeye requested Mary Ann Gay to draw up a Warranty Deed for that property.

Mary Ann Gay had also prepared Right of Entry forms for Jerry Rollins, Rosella Keck and Charlene Keck to do repair work at the pond located at Olive/Buckeye.

Ripley County Prosecutor says NO to golf carts. Mary Ann Gay will revise Ordinance 2007-8.
Lease papers for the new police car were presented between the Town of Osgood and Old National Bank.

Motion was made to schedule Trick or Treat for October 31st from 5:00 pm to 7:00 pm. Linda 1st, Norman 2nd

Marshall John Hegge reported that the 2002 Ford Crown Vic is ready to be sold. The car will be parked at the old Task Unit building for anyone to look at. The Town will be taking sealed bids, which can be turned into the Town Hall. The car will be sold as is. Those bids will be opened October 21, 2008.
Grover Powers stated that he had graduated from the academy.
Sewer Department Tony Wood stated that they are continuing with their home inspections; we are now under the new operating permit and they will start hauling fertilizer soon. He has another 15 acres that could possibly be permitted for fertilizer.
Ed Newman (Towns representative to the Ripley County Planning & Zoning) stated that the Planning meeting had been cancelled. He had no news to report.
Renda Jones with Margaret Mary Community Hospital introduced the new doctor at Osgood Primary Care. Dr. DeCiles stood up and told a little about himself.
Osgood Library Andrea Ingmire asked Council to approve a Resolution for the issuance of a general obligation bond for a new Milan branch library.
Motion was made to approve Resolution 2008-7. Linda 1st, Norman 2nd

Donald Dunbar asked whose responsibility it would be to fix the entrance to his driveway. Mary Ann Gay stated that is a State Highway and right-of-way. The Town is not responsible. Mr. Dunbar also stated that he has noticed the improvements that have been made around the quarry and the Railroad tracks. He stated that Steve Wilhoit should be commended for a great job.
