Regular Meeting
Tuesday, October 15, 2019
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Steve Wilhoit, Toby Church, David Bultman, Norman Kappes, Will Wallace, Lynn Fledderman, David Fox and Brett Linville.

Motion was made to waive the reading and adopt the pre-read minutes.

Old Business:
Lynn has not completed the letter to Ripley County Area Planning, Auditor, and Commissioners yet. She has some information to review.
Second reading of Ordinance 2019-10 for the Proposed Rates and Charges of the waterworks and Sanitary Sewer Utilities. The proposed ordinance sets water rates and sewer rates and makes such amended rates and charges effective for January 2020 billing with a yearly 2% increase up to and including the year 2022.
Motion was made for the final adoption of Ordinance 2019-10. Norman

Second reading of Ordinance 2019-8: An Ordinance Vacating a Street. Southeastern Indiana Rural Electric membership Corporation is requesting the vacation of that portion of Andrews Street that is located between U.S. Highway 421 (also known as Buckeye Street) on the East and Short Street on the West.
Motion was made for the final adoption of Ordinance 2019-8. Norman

Introducing Ordinance 2019-11: Anti-Drug and Alcohol Misuse Prevention Policy as a part of the U.S. Department of Transportation Pipeline & Hazardous Materials Safety Administration Regulations (PHMSA). Disa Global Solutions has provided the Town with an example policy and it will be reviewed by the Town Attorney. Lynn would like to add a clause that states as the rules change our ordinance would change with it. The first reading will be held at November 19th‘s regular council meeting under the suspension of the rules.
Commonwealth Engineers - Toby Church was present and congratulated the Town on receiving the $737,849.70 Community Crossing Grant. With the local match, it will be a $1 million project and the local contractors can bid and complete the work. He is requesting that we move $25,000 from the Resident Project Representative budget to the Bidding/Negotiating budget. The plan is to advertise for bids very soon with a target bid date in mid-December. Target start date would be March. Also the culvert project would be going on at the same time and the RPR could do double duty on both projects.

Police Department - Will Wallace stated they had 91 calls: 24 traffic stops, 4 town ordinance/civil processes, 18 agency/citizen assists, 4 accidents/emergency service assists, and 41 criminal. Also, they have received more complaints about 545 Glasgow and barking dogs. The owner of the property has removed 2 of the dogs, so hopefully it has been taken care of.
Street Department - Steve Wilhoit asked Lynn what the procedures are for the Town to purchase property. She stated that 2 appraisals will need to be obtained.
Fire Department - David Fox was present and stated they had 16 runs: 9 first response, 5 fire, 1 mutual aid, and 1 landing zone. Pump testing has been completed on all 3 apparatuses and they are waiting on paperwork to close on the lease of the new truck.
Claims were signed.
