Regular Meeting

Present at the meeting were Tammy Wilhoit, Norman Kappes, Linda Krinop, DeDee Holliday, Cathy May, Mary Ellen Ahlrich, Eric Roush, Adam Hunger, Chuck Gill, Chris French, Steve Wilhoit, Mary Ann Gay, Tony Wood, and Kevin Svatba.

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

Opened the Public Hearing for the 2014 Budget and Ordinance 2013-9. Linda asked if anyone had questions, no one responded. Hearing closed.

U.S. 421 Sidewalk Project - Sedam Contracting Pay Estimate #5 was presented for $58,239.45.

Motion was made to approve Pay Estimate #5 for Sedam Contracting. Norman 1st, DeDee 2nd

Ripley County Elected Officials are invited to Lieutenant Governor Sue Ellspermann's Listen and Learn Tour November 4th at the Southeastern Career Center.

Police Department - Eric Roush gave his monthly statistical report and showed the Council their new uniform shirts they received thanks to a grant from the Ripley County Community Foundation.

Street Department - Steve Wilhoit stated the Bilby Tower was up. He requested Mary Ann Gay to make sure all the paper work has been completed. There will also be a concrete pad and benches placed around the tower. The grills have been installed at the trails, tree trimming along specific sidewalks has been completed, and the final walk thru for the U.S. 421 Sidewalk Project will take place next Wednesday. There is still an issue with grass being blown out onto the streets on Morris, Craven, Lynn, and Walnut Streets, which clogs the storm drains and covers the grates. Mary Ann Gay will create ordinance for Council's review. Also, the Town did not receive grant funding to purchase a garbage truck; our current contract expires June of 2014. After speaking with Rumpke and Best Way the garbage rates for 2014 will increase.

Gas Department - Steve Wilhoit stated that there is a gas line in Napoleon that will need to be replaced. The line is threaded steal which is a safety issue. The estimate for the replacement is around $60,000. The winter gas prices are looking descent and some of the gas that has already been hedged is cheaper than last year.

Water Department - Chuck Gill stated the fall flushing of the water hydrants will be completed in the next day or two.

Sewer Department - Tony Wood stated they are getting the tank ready for the sludge truck and digging for sewer repairs has been completed. Last week was the WEFTEC Conference and they finished 25th collectively.

Kevin Svatba asked about the zoning of his property. Eric Roush told him he would need to talk to the Ripley County Planning and Zoning Commission. Council thanked Mr. Svatba for cleaning up.

Trick-or-Treat has been set for October 31st from 5:00 P.M. to 7:00 P.M.

Employee Christmas Party is set for December 6th.
