Regular Meeting

Present at the meeting were Tammy Wilhoit, Lynn Fledderman, David Bultman, Holley Rose, Will Wallace, Melanie Douglas, and Mary McCarty.

David Bultman opened the public hearing for the Town’s intention to apply to the Indiana Office of Community and Rural Affairs for a grant from the State Community Development Block Grant Wastewater/Drinking Water Program. Mary McCarty from S.I.R.P.C. addressed Council on this project. The amount of funding we are trying to receive from OCRA is $568,329.00. We’ve already been approved for matching grant funds from the Reynolds Foundation in the amount of $125,000, Rising Sun Regional Foundation in the amount of $40,000, and the Town has matching funds of $15,000 for engineering fees and forced labor costs in the amount of $1,671. The grant application is due to OCRA by this Friday, but Mary’s plans are to have it turned in by Thursday.
A Resolution Authorizing Application Submission and Local Match Commitment was presented.
Motion was made to approve the Resolution authorizing the submission.

The ordinances Lynn sent for last month’s meeting were concerning feral cats. These sample ordinances would require anyone feeding feral cats to register as a feral cat colony, which would make those individuals responsible for the feral cats care. Lynn stated that this could become a slippery slope because of people feeding ducks, geese, birds, etc.
TRECS - we are still looking at creating an ordinance to pursue unpaid utility bills through the Tax Refund Exchange and Compliance System. This program would intercept state income tax refunds to individuals who still owe on their utility accounts. Lynn Fledderman stated that there will be an online training this Thursday at 10:00 a.m. The other town’s she represents will be looking into this system as well.
The Town of Osgood has been awarded $125,000 from the Reynolds Foundation for the rehabilitation/improvements of the water utility. Grant Agreement was signed.
2019 Community Crossing Street Improvements Project claims:

Resolution 2020-7: The Town of Osgood desires to sell a surplus fire truck to the Napoleon Volunteer Fire Department, an Indiana nonprofit corporation. Proceeds from the sale to be utilized for the purchase of equipment for the new truck.

Police Department - Will Wallace submitted his monthly statistical report to Council. They had 80 calls. He also stated that they had set up live traps on North Street to help get the feral cat problem under control. They caught 4 opossums and 2 cats.
Claims were signed.
