Present at the meeting were Tammy Wilhoit, Norman Kappes, DeDee Holliday, Linda Krinop, Theresa Criss-Hartwig, Mary Ellen Ahlrich, Eileen Ogden, Charlie Hughes, Steve Gloyd, Eric Roush, Rob McIntyre, Helen Lohrum, John Wagner, Erica Speer, Shae Kmicikewycz, Phil Mohr, Glenna Ward, Bill Gloyd, Sandra Gloyd, and Tony Wood.

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd
Shae Kmicikewycz with OCRA gave a presentation on Main Street Communities. Indiana Main Street has been around since 1986. There are 105 communities currently a part of Indiana Main Street that varies in size. Thirty (30) of those communities have full or part time staff just for the Main Street Program. The rest of the communities are volunteers. They have a four point approach:
- Utilize Organizations already set up
- Enhancing physical appearance of the downtown
- Strengthening existing businesses
This is a free program to communities; there is no cost to join. There are State Funds, Downtown Enhancement Grants, and Planning Grants. There are workshops available to participating communities.
Water Project Claims were presented:
- Commonwealth Engineers - $8,713.03
- Mitchell & Stark - $186,443.58 pay request #A9 with retainage of $9,812.82
- Change Order #A8 35 day extension
- Holman Excavating - $2,269.68 pay request #B8
- Change Order #B3 increase of $14,422.28 for stored materials
- Change Order #B4 decrease of $123,524.00 for the elimination of the water main on the Walnut Street alley
- Certificate of Substantial Completion Holman Excavating
- Amendment to owner/engineer agreement Commonwealth Engineers
Motion was made to approve all claims, change orders, and certificate of substantial completion for Holman, and the Amendment to owner/engineer. Norman 1st, DeDee 2nd
Stormwater Claims were presented:
- Johannigman Excavating - $44,108.78 pay request #4 with retainage of $4,900.98
- Change Order #6 increase of $4,315.35
- Commonwealth - $8,136.95
Motion was made approve claims and change order. DeDee 1st, Norman 2nd
Wastewater Project claims were presented:
- Commonwealth Engineers - $14,348.02
- Mitchell & Stark - $171,304.10 pay request #1 with retainage of $9,016
Motion was made to approve claims. Norman 1st, DeDee 2nd
Safe Routes to School Project claims were presented:
- Midwestern Engineers - $18,750.00 for project inspection
Motion was made to approve claims. DeDee 1st, Norman 2nd
Ordinance 2011-6 was presented. The Town of Osgood owns and operates gas, water, and sewer utilities. Indiana Code 8-1-26-1 requires persons to ascertain the location of underground utilities by calling 811 prior to excavating, demolishing, or digging. Any damage occurring to Osgood utility lines or appurtenances shall be paid by the property owner/renter prior to the reconnection of utilities. Failure to provide a locate ticket to the Town of Osgood after damage will result in a $200 fine.
Motion was made to adopt Ordinance 2011-6. Norman 1st, DeDee 2nd
Police Department S.O.P.s were presented to update the change to uniforms and the active shooter sections.
Motion was made to approve changes to the S.O.P.s. DeDee 1st, Norman 2nd
Motion was made to appoint Tammy Wilhoit to the Southeastern Indiana Regional Planning Commission Board. DeDee 1st, Norman 2nd
A note was read aloud from Jackie Huntington. I would like to take the opportunity to say thanks for fixing the drainage and the ditch by my property. It was very much appreciated.
Sewer Department Tony Wood stated the report is ready to sign. Land app is done and the tanks are empty. He stated that 3 out of the 5 utilities have been moved at the plant for the project. He is please with Commonwealth and the inspector for the project.
Police Department Eric Roush introduced Rob McIntyre as the new Reserve Police Officer. Eric gave stats for the month:
5 citations, 3 written warnings, 9 agency assists, 3 accidents, 2 domestics, 1 medical assist, 1 Warrant service, 1 OWI, 5 thefts, 2 funeral escorts, and 1 report of sexual assault.
Mary Ellen Ahlrich stated that she likes the new sidewalks that were installed by Dollar General.
Town of Osgood has the Violations Bureau up and running. Residents need to be aware that the police department will start giving warnings for violations of the following ordinances:
- Excessive Noise
- Storage of Junk
- Solid Waste Collection and Disposal
- Animals Running at Large
- Signage Requirements
- Golf Carts
- Standing Water
- Weeds and Rank Vegetation
- Line Locates
After warnings are given and the resident is still not in compliance, tickets will be issued. See http://www.osgoodindiana.org/ for copies of those ordinances.
