Regular Meeting
Tuesday, November 16, 2010
7:00 P.M.
Present at the meeting were Eric Roush, Michelle Roush, Steven Stepleton, Beth & Patrick Rumsey, Kyle Helfrich, Steve Wilhoit, Chuck Gill, Tony Wood, Roy Holman, Tammy Wilhoit, Linda Krinop, Mary Ann Gay, Norman Kappes, and DeDee Holliday.

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

Commonwealth Engineers, Kyle Helfrich stood and gave the final recommendation for the Waterworks Improvement Project bids.
Division A – Mitchell and Stark at $2,655,067
Division B – Holman Excavating at $289,428
Motion was made for Commonwealth to submit the bid documents to Rural Development for approval. DeDee 1st, Norman 2nd

Linda Krinop signed a letter to USDA – Rural Development concurring with Commonwealth’s recommendation to award the contracts upon R.D.’s approval and to request a supplemental loan in the amount of $130,000 to cover the portion not covered by Town funds.
The Police Department was awarded a grant from the Reynolds Foundation in the amount of $4,990 for the purchase of two MPH Ranger Radar Packages. Grant Agreement was signed.
Police Department – Steven Stepleton stood and gave Council a sample ordinance on banning stores from selling K2 or Spice. He stated that the effects are 5 to 10 times stronger than that of marijuana. These items are being marketed as potpourri. Jefferson County and the Town of Versailles have already passed ordinances banning the sale. This issue is being looked into at the State level, but legislation will not be presented until 2011. Mary Ann Gay stated that Ripley County should adopt an ordinance that would cover the whole county. Council will table this issue until after further review of the ordinance.
Police Department – Eric Roush wanted to thank the Ripley County Park and Recreation for their cooperation in the Hunter’s Education Program that he conducted. He stated that there were 62 people that took the Hunter Ed test. He would like to continue conducting these classes at least twice a year.
Roy Holman wanted to know the estimated start date for the Water Project. Kyle Helfrich stated that once that paperwork is turned in, we would wait for Rural Developments approval. He was estimating in approximately December or January.
