Regular Meeting
Tuesday, November 17, 2009
7:00 P.M.
Present at the meeting were Steve Wilhoit, Tammy Wilhoit, Tony Wood, David Mohler, Doug Baldisarri, Linda Krinop, DeDee Holliday, Scott Rinear, John Hegge, Dan Wilson, Beth Rumsey, Mary Ann Gay, Chris Lemen, Chuck Gill, Andy Scholle, Christina Horan, Gary Walston, Donald Dunbar, Ed Newman and Brenda Wetzler.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Opened public hearing to close the alley in the Henry Meyers Addition. Linda Krinop asked if anyone had questions. No one responded.
Motion was made to adopt Ordinance 2009-14 to close the alley. Norman 1st, DeDee 2nd

Opened bids for the 1997 Ford truck. They were as follows:

$2500 Brian Volz

Motion was made to approve the sale to John Johannigman for $9501. Norman 1st, DeDee 2nd

Opened public hearing for the sewer rate increase. Tony Wood gave a power point presentation concerning the need for the increase.
- While costs have increased, revenue has decreased.
- We have gone 10 years without a sewer rate increase.
- Receiving less usage from Industrial side.
- Empty houses on residential side.
- Use of sewer deduct meters, lowered revenue.
- Other utility increases.
The Sewer Department has also taken steps to try and decrease the expenditures by:
- Paying lower insurance premiums.
- Pay freezes.
- Built 2nd fertilizer truck, instead of contracting it out.
- Receiving revenue from septic haulers
- Receiving revenue for doing lab testing for Napoleon.
- Operational spending freeze.
- Doing work ourselves, instead of contracting out.
- Reynolds Foundation support for purchasing needed equipment.
Linda Krinop asked if anyone had any comments. Donald Dunbar and Ed Newman had questions.
Closed hearing.
Motion was made to adopt Ordinance 2009-10 Establishing A Schedule of Rates and Charges for the Sewage Works. DeDee 1st, Norman 2nd

Ordinance 2009-12 was presented adding a fine of $250 in addition to the cost of corrective action to the Standing Water Ordinance.
Ordinance 2009-13 was also presented adding a fine of $250 in addition to the cost of corrective action to the Weed and other Rank Vegetation Ordinance.
Motion was made to adopt Ordinance 2009-12 and Ordinance 2009-13. Norman 1st, DeDee 2nd

Commonwealth David Mohler presented and application to be submitted to Rural Development for Lindas signature. This application is for the loan the Town would need for the Wastewater Improvement Project.
Fire Department Chris Lemen reported everything is ok.
Gas & Street Department Steve Wilhoit reported everything was ok. Last day for leaf pickup will be November 19th. Gas prices are 50% cheaper than last year.
Water Department Chuck Gill reported everything was ok.
Police Department John Hegge reported everything was ok.
Wastewater Department Tony Wood stated they have 75% of the fertilizer is out. Don Larson is proceeding with the compliance data from Best Metal Finishing.
Ed Newman Planning Commission holding steady. Junk Yard is in litigation.
Donald Dunbar complained about the broken chair and table on Buckeye Street that needs to be removed.
Claims signed.
