Regular Meeting
Tuesday, November 18, 2008
7:00 P.M.
Present at the meeting were Pat Zaharako, Tammy Wilhoit, Steve Wilhoit, John Hegge, Will Vincent, Beth Rumsey, Chris Lemen, Patty Davies, Ed Newman and Toni McDonald.

Motion was made to waive the reading and adopt the pre-read minutes. Linda 1st, Norman 2nd

Motion was made to introduce Ordinance 2008-14. An Amendment to Ordinance 1998-17 establishing new rates and charges for customers of the Town of Osgood water utility.

A public hearing will be held Tuesday, December 16, 2008 at 7:00 PM at the Osgood Town Hall to consider and adopt Ordinance 2008-14.
Mary Ann Gay would like the Town Council to set up a meeting with the Ripley County Redevelopment Commission concerning the annexation of the industrial park property.
Motion was made to allow the Humane Society to be at the stoplight December 6th. Linda 1st, Norman 2nd

Commonwealth Engineers – Pat Zaharako has the final plans for the water main extension for the industrial park. Permits will be ready by November 23rd and construction can start after that. He also presented a proposed contract between Commonwealth and the Town of Osgood for improvements that need to be made at the water plant. There is potential for grant money and a loan through Rural Development.
Will Vincent was present and requested the Town to help the businesses advertise by purchasing banners that businesses could rent and use as advertising tools. Jeff Volz stated that we don’t mind helping the businesses, as long as it is done as a group (ex: Fall Festival), not individual businesses. Linda Krinop stated that we couldn’t help individual businesses to advertise. She suggested that he go to the Osgood Merchants Association and do things as a group to help each other. Mr. Vincent stated that the Osgood Merchants are not organized enough to do anything. Ed Newman stated that he had his best year last year on his business. He does not want the Town to use his tax dollars to help the businesses to advertise. Mr. Newman stated that it is NOT the Town’s responsibility. Marshal Hegge suggested that Mr. Vincent should go online to a website called grants.gov and register as an individual. You don’t have to have a 501C3. Marshal Hegge stated that when he checked that site the day before there was $98 million dollars available in grants.
Gas Department – Steve Wilhoit stated the gas prices are lower then what they were last year. The gas extension on 300 N is in. The last day for Leaf pick up will be Wednesday, November 26th. The regulator station at 525 N has been replaced and the one on 1050 N will be replaced in the spring. The verbiage to the Operator’s Qualification plan has been completed and awaiting the IURC’s approval.
Police Department – Marshal Hegge stated that his department had received $7812 in grant money from the Tartar and Crum Funds. This money will be used to purchase 800MHZ radios. We have received a check for 25% of the Operation Pull Over. There is also an issue with wild stray dogs in town that have killed 2 household pets. This pack of dogs is at the junkyard on Eckert Street. Marshal Hegge stated that something needs to be done before something other than a pet gets hurt. Marshal Hegge also suggested that the Town consider a licensing or registration for a specific list of dangerous dogs. He stated that Milan and Versailles has something like this and requested the attorney to look into it.
Ed Newman – (Osgood’s Representative to the Ripley Co. Planning and Zoning) stated that the court case is moving forward on the junkyard. The owner is not in compliance. There is nothing on the agenda for the December meeting.
Street Department – Steve Wilhoit stated that the paper work has been completed to receive help from FEMA for the last storm that came through (Ike). It looks like the Town could receive $21,400 for the clean up that was done.
Patty Davies was present and expressed her concern over dangerous dogs as well.
Fire Department – Chris Lemen stated they would be at the stoplight the 20th of December.
Will Vincent stated there would be an Economic Development growth meeting at his café on November 24th at 6:30 PM.
Motion was made to give December 26th as a paid Holiday to the Town’s employees. Norman 1st, Linda 2nd
