Regular Meeting
Tuesday, May 19, 2015
7:00 P.M.

Present at the meeting were Tammy Wilhoit, Steve Wilhoit, Holley Rose, Norman Kappes, DeDee Holliday, John Ertel, Tony Wood, Shawn Negangard, Cathy May and Gary, and Terry Zinz.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Holley 2nd

Maxwell Construction will be installing a new door on the south side of the Town Hall and will also be installing new hardware on the north door. The estimated cost will be $5,347.

SCADA Training has been set up at the Water Department for June 2, 2015 at 9:00 A.M.

Sewer Department - (1) Tony Wood stated that in the month of April they had no problems. They will be presenting a letter to IDEM on the Agreed Order to be rescinded. We have been in compliance for the last six months with the permits. (2)All the fertilizer has been hauled out and the tanks are empty. Septic tank haulers have been permitted to start hauling to the plant. (3)They’ve completed four inflow and infiltration jobs and have been helping the other departments with their tasks. (4)Tony and Nick attended the IWEA Operator Training Challenge in Lawrenceburg. (5)They have applied for 3 grants to purchase a portable sampler.

Street Department - (1) Steve Wilhoit stated that the exercise equipment for the trails has been purchased, but they’ve been unable to install due to the weather. Johannigman will be coming in to pour a concrete pad. Someone will be coming down to look at the signage that is needed for the trails. (2)A 36”culvert will need to be replaced in front of the Water Plant, the wall alone will cost $7,300. (3)Weed letters will start going out to anyone who is not in compliance with the Town’s ordinance. If the properties do not comply, a contractor will go in and perform services to the property at which time a certification to the Auditor of the cost will be added to the property taxes. (4)The Town has been receiving several complaints of people mowing their yards and blowing the cut grass onto the streets and sidewalks. This in turn causes the storm drainage system to clog and back up. John Ertel stated that a slight amendment could be added to the current Ordinance 2009-13, Weeds and Other Rank Vegetation, which prohibits residents from doing this. (5)The South Buckeye Sidewalk and Street Lighting Project has been held up by the State, they are running behind in reviewing permits.

Gas Department - (1) Steve Wilhoit stated that on May 22nd we will be going online with Call Net. Phones will be monitored 24/7. We will be doing a 3 month trial for $200 per month. This will meet the IURC’s guidelines. (2)Napoleon Hardwood’s new services were installed and ready for hookup. (3)He will be attending the 2015 PHSMA / Indiana Pipeline Safety Seminar June 2nd through June 4th in French Lick. (4)Gas Easements are being prepared for the extension on County Road 300 N. He would like to have all signatures by the end of June or the project could be put off. (5)The regulator station by JCD will be looked at for better flows. (6)U.S. 421 will be repaved this year by the State and things are being looked at ahead of time that may need to be maintained or repaired. Will be doing a valve replacement at the corner of Eckert / Buckeye. (7)We will be looking at hedging gas prices 5 years out, this is the first time we’ve been able to do this. Prices are low and it’s a good idea.

New tables have been priced at Rural King for the Community Center. $79 for each, and a cart for the tables will be looked at. The tables have been slid across the floor which causes damage to the tables and floors.

Motion was made to purchase the tables and see if Summers Metals can build a cart for them. DeDee 1st, Holley 2nd

Fire Department - Shawn Negangard gave his monthly statistical report: 3 Fires, 5 EMS, 1 Auto Accident, 1 Smoke Detector, and 1 Extrication.

Ripley County Humane Society - Terry Zinz requested Council’s permission to use the Community Center and the streets for a 5K Run/Walk on June 20th. “Dash for Dogs” will be the 1st Annual 5K Run/Walk that the Humane Society has put on.

Motion was made to approve the Humane Society’s request. DeDee 1st, Holley 2nd

Cathy May asked if there was any news on the Inter Community Mental Health. John Ertel stated that it is pending litigation.
