Regular Meeting
Tuesday, May 17, 2012
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Steve Wilhoit, Mary Ann Gay, Norman Kappes, Linda Krinop, DeDee Holliday, Pat Zaharako, Walter Curtis, Chuck Gill, Keith Parker, Steve Schwing, Tony Wood, Mark Dieckmann, and Chris Kemp.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Sewer Project Claims were presented:
Commonwealth Engineers - $20,467.51 for additional construction and RPR

Pat Zaharako presented information on a proposed Curb/Sidewalk project for US 421. Will consist of 2 or 3 phases.
Ordinance 2012-1 was presented. The Town of Osgood desires to transfer some of its banking to the locally owned Napoleon State Bank. Indiana Bank and Trust has been purchased by Old National Bank, and as a result has drastically reduced interest rates paid on the Town’s investments.
Motion was made to adopt Ordinance. 2012-1. Norman 1st, DeDee 2nd

Discussed preparing an ordinance for no apartments on the 1st floor of downtown buildings.
Discussed preparing an ordinance for the new Trails.
Street Department – Steve Wilhoit stated that another fiber optic company has called in locates for areas in the Town’s right-of-way. The Town was not notified of their intent to place these lines, until line locates were called in. Due to some conflicting areas, the Town would like a contract and concessions concerning this project.
Sewer Department – Tony Wood stated that the Compliance and Construction Schedules are being met and that the fertilizer is out. He has attended an Operator Challenge in Columbus and will find the results out tomorrow.
Walter Curtis wants to know when he can turn his stereo on. He would like the police officer to come to his house and let him know.
Mark Dieckmann with the Farm Club was present and stated the Farm Show will be June 22nd, 23rd, and 24th at the Fairgrounds. The requested permission for a parade route and asked if the Police Department could help out with security.
Steve Schwing was present and requested the Town to consider taking down a fence that is between he and his neighbor. Linda Krinop stated that it is not the Town’s property and the Town would not be responsible for taking it down. She stated that it is between himself and the neighbor. Mary Ann Gay instructed him to contact the Center Township Trustee.
