Regular Meeting
Tuesday, May 17, 2011
7:00 P.M.

Present at the meeting were Tammy Wilhoit, Steve Wilhoit, Norman Kappes, Mary Ann Gay, Chuck Gill, Steven Stepleton, DeDee Holliday, Linda Krinop, Bill Neal, Lila Neal, Travis Neal, Toya Neal, Beth and Patch Rumsey.

Roll Call – all present

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

There will be a Pre-Construction meeting tomorrow, May 18th, at 10:00 A.M. for the Storm Water Project and a Ground Breaking Ceremony will be held at 1:00 P.M. by the Fairgrounds.

Water Storage Project Claims were presented:

Commonwealth Engineers - $12,538.25
Mary Ann Gay - $1,740.05
Mitchell & Stark - $168,555.73 pay estimate A3 with retainage of $8,871.36.
Holman Excavating - $13,631.41 pay estimate B5 with retainage of $717.44

Motion was made to approve these claims. DeDee 1st, Norman 2nd

There will be a Pre-Construction meeting Thursday, May 26th at 10:00 A.M. at the Seymour INDOT office for the Safe Routes to School Project. The initial deposit for contracts #R-29983 and #0710625 will be delivered. Grant money was received from the Reynolds Foundation and INDOT for this project.

Gas Department – (a) Steve Wilhoit stated that they had done a customer survey on Millhousen Road in Napoleon to see who would be interested in natural gas. They needed 13 customers to hook on before it would be feasible to run a gas main extension. Only 6 customers were interested at this time. He would like to review again next year to see if there would be any more interests. (b)Commonwealth Engineers are working on updating the gas utility maps for IURC. (c)The Trails Project will begin soon; waiting on DNR before construction can begin. (d)The Town use to be a part of Nixle, a community alert system. We are replacing that service with TXTWIRE. We currently have 141 subscribers. Anyone interested can sign up through the Town’s website at http://www.osgoodindiana.org/.

Grant Report – This year the Town of Osgood has received a little over $4.2 million in grants that does not include funding received from the Reynolds Foundation.

Water Department - Chuck Gill stated that the floor has been poured for the clearwell and they are working on the walls.

Police Dept. – Steven Stepleton stated that there was an attempted armed robbery at Triplett’s Drug Store.

Travis Neal was present representing Neal’s Funeral Home. They are requesting a variance for the property located at 306 South Walnut. There is a proposed addition to the back and they purchased part of the property on the south side of the funeral home to add an additional driveway. Currently the County requires 25ft. set back, they are requesting a 2ft. set back. They are on the Ripley County Planning Commission agenda for May 31st. They are asking that the Town Council write a letter to the County in favor of their new addition.

Motion was made to write a letter to the County with the Councils’ approval for the variance. DeDee 1st, Norman 2nd
