Regular Meeting
Tuesday, May 19, 2009
7:00 P.M.

Present at the meeting were Tammy Wilhoit, DeDee Holliday, Norman Kappes, Linda Krinop, Mary Ann Gay, Steve Gloyd, Steve Wilhoit, Beth Rumsey & Patch, Steve Huntington, Bill Gloyd, John Hegge, Phyllis Boyd, Ed Newman, Marshall Koger, Dee Eaton, Linda Tieman, Toni McDonald, Dawn Dieckman, Sharon Menchhofer, Jacqlyn Menchoffer, Amy Burton, Ray Burton, Jeremy Burton, Tiffany Burton, Chris Lemen and Sam Row.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Opened the public hearing on the Two Lakes Trail Project. Phyllis with Green 3 and Steve Wilhoit stood up and gave a presentation of the project. Maps were displayed. Phyllis explained that the Town of Osgood had applied for an RTP Grant, which is administered through the Department of Natural Resources. The grant was for $150,000 with a 20% match from the Town. In total the project would cost around $187,000. She explained that these would be recreational trail with trail heads. The trails would be approximately 8 ft. to 10 ft. wide. The Town has received letters of support and are talking to the adjacent property owners.

Linda Krinop asked if anyone had any questions.

Three students from Jac-Cen-Del read their “If I Were Mayor” essays. Those students were:

Motion was made to give these students $25 each for completing their essays. Norman 1st, DeDee 2nd

Osgood Civic Club – Bill Gloyd stood and gave a presentation on making Osgood a “Dogwood Haven”. He had been to Orleans, a small town like Osgood, and seen all the beautiful dogwood trees. They were a combination of pink and white. He is asking for the Town’s blessing to apply for grant money to start the effort of planting dogwood trees in Osgood.

Motion was made to allow the Osgood Civic Club to proceed with this project. DeDee 1st, Norman 2nd

June 30th @ 7:00 PM is a Ripley County Zoning Meeting concerning the Junk Yard.

A Bill has been passed in the House concerning golf carts, but that bill will not become effective until July 1st and the Town will need to adopt a new ordinance.

Motion was made to hire Shelly Ball retroactive to May 6, 2009 to fill in for the Utilities Clerk while she is on Medical Leave. Norman 1st, DeDee 2nd

Farm Club – Dawn Dieckman has a parade route mapped out for the Antique Equipment Show. The show is scheduled for the last weekend in June.

Motion was made to allow the parade route. DeDee 1st, Norman 2nd

Marshall Koger was present and asked if a stop sign could be placed at Wilson and Shook because there are a group of kids that play there and he is afraid someone will get hurt. Council will look into the matter.

Ed Newman – new company called DC Designs is coming to town.

Steve Huntington at 821 Morris Street had a concern about the drainage in his back yard. The land is not sloped off and it does not drain. Council advised Mr. Huntington that it was private property and that it is not a Town issue. Mr. Huntington also called the County Sherriff because his cat had been mauled by his neighbor’s dog. Osgood’s Town Marshal had spoke to the owner of the dog and they were cited. The dog has been quarantined and the owner admitted to the mauling issue. Mr. Huntington says that he now has a vet bill. Marshal Hegge explained that is a civil matter and Mr. Huntington will have to deal with that.

Osgood Beautification Committee – Toni McDonald stated that she had received a letter from the Osgood Merchants that they will not be doing the Fall Fest this year. She asked if the Town would like the OBC to try and do a Farmers Market or some type of a one day event. Council stated that would be fine.

Gas & Street Department – Steve Wilhoit reported everything was good.

Fire Department – Chris Lemen reported everything was good.

Police Department – John Hegge stated everything was good.

Motion was made to allow the Humane Society to be at the stoplight June 20th. Norman 1st, Linda 2nd
