Regular Meeting
Tuesday, May 20, 2008
7:00 P.M.
Present at the meeting were Jeff Volz, Linda Krinop, Norman Kappes, Tammy Wilhoit, Ed Newman, Toni McDonald, Chris Lemen, Grover Powers, John Hegge, Donald Dunbar, Steve Wilhoit and Mary Ann Gay.

Motion was made to waive the reading and adopt the pre-read minutes. Linda 1st, Norman 2nd

Mary Ann Gay read Ordinance 2008-5. This is an Ordinance establishing rates and charges for collection and disposal of solid wastes. The residents of the Town of Osgood shall pay a solid waste collection disposal fee of Five Dollars ($5) per month, per unit. This fee will be added to the Town of Osgood’s water, gas and wastewater utility bill.

Mary Ann Gay read Ordinance 2008-6. This Ordinance establishes rules and policies for solid waste collection and disposal within the Town of Osgood. Following are the rules and regulations:
- All solid waste and trash placed for collection and disposal by residents, businesses or property owners within the Town of Osgood, shall be contained in a fully enclosed and covered trash container, covered trash can, trash toter, dumpster or other enclosed and covered device to prevent trash from being dispersed throughout the area. Property owners are hereby required to provide said containment devices for their properties.
- Owners of multi-family residential or business units shall be required to furnish suitable trash collection devices for the residents’ or business’ use.
- Any person, who or business, which places uncontained trash or solid waste upon the streets, alleys or public ways of the Town of Osgood, or whose trash is blown or dispersed upon public or private property in the Town of Osgood shall be in violation of this ordinance and subject to a fine of One Hundred Dollars ($100) per occurrence.
- The Town of Osgood, through its police, employees, agents or attorneys shall be authorized to enforce this ordinance through the legal court systems of Ripley County, Indiana, pursuant to procedures and policies established by Town Council for the Town of Osgood.

Ordinance 2008-7 was presented. This increases the Bad Check Charge (NSF) from $15 to $30.

Ordinance 2008-8 was presented. This Ordinance allows for the accumulation of reserves for gas system repairs and maintenance and for expansion of service into outlying areas. The Gas Utility maintains Fund Number 617 within its accounting system, which could be utilized to accumulate the necessary cash reserves for the gas utility’s repairs, maintenance and service expansions. Therefore, Fund Number 617 will be used as a revolving fund.

Fire Department – Chris Lemen reported everything was good.
Ed Newman reported that the Planning Commission did not have anything last month. The only thing coming up is the Crum/Wonning re-plat.
Wastewater Department – Tony Wood reported that the tank and valve have been put on one truck and it’s in operation. The other truck tank should be in Friday. O’Mara will be paving State Road 350 and he will be getting with them to discuss replacing 6 castings on the manholes. The Composite Sampler is in. There needs to be some programming done on it yet. They are continuing with further house inspections.
Gas Department – Steve Wilhoit reported that the Public Awareness Plan is ready and being sent to IURC.
Street Department – Steve Wilhoit asked if he could get permission to have Commonwealth engineer a possible Storm Water Project on Fairground Road. This project would extend from Maple Street to the trailer park on Fairground Road. He also reported that some of the flowers from the bird feeders have been stolen.
Motion was made to approve Commonwealth to engineer this Storm Water Project. Linda 1st, Norman 2nd

Police Department – Grover stated that he is putting some new equipment in the cars from a grant that he had received.
Motion was made to pay for flowers for the O.B.C. at the clock area, but not to exceed $300. Linda 1st, Norman 2nd

Motion was made to appoint Brenda Wetzler to be Osgood’s representative to the Ripley County Economic Development. Linda 1st, Norman 2nd

Jeff Volz took this position temporarily until someone could be found to take it. Mr. Volz will continue to work with Mrs. Wetzler for 2 months or until she feels comfortable.
