Regular Meeting
Tuesday, March 19, 2013
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Steve Wilhoit, Linda Krinop, DeDee Holliday, Norman Kappes, Eric Roush, Steve Linville, Gary Norman, and Chuck Gill.

Motion to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

Town of Osgood received bids for the U.S. 421 Curb, Sidewalk, and Storm Sewer Project on March 5, 2013. It is Commonwealth’s conclusion that the low, responsive, responsible bidder for the project is Sedam Contracting Co, LLC from Hanover, IN. Their total base bid for all work is $717,199. Commonwealth’s recommendation is that the Town proceeds with the award of this work to Sedam Contracting Company for a total of $344,233 for just the first two sections to remain within the budget.
Motion was made to award Sedam Contracting Company the bid and to proceed with the first two sections at a price of $344,233. DeDee 1st, Norman 2nd

Quotes were received for the 2013 Bituminous Materials. They were as follows:
Paul H. Rohe Company -$65,895
Dave O’Mara Contractor - $58,819.75
Motion was made to approve Dave O’Mara Contractor with the quote of $58,819.75. Norman 1st, DeDee 2nd

Ordinance 2013-4 was presented. An Ordinance establishing the Department of Redevelopment of the Town of Osgood. This creates the Department of Redevelopment of the Town of Osgood, which shall be entitled to exercise all the rights, powers, privileges and immunities accorded to such by I.C. 36-7-14.
Motion was made to approve Ordinance 2013-4. DeDee 1st, Norman 2nd

There is hereby created a board to be known as the Osgood Redevelopment Commission. Three of the members shall be appointed by the President of the Town Council. Those members are: Norman Kappes, Tammy Wilhoit, and Vickie D. Holliday. Two members shall be appointed by the Town Council of the Town. Those members are: Phil Mohr and Brenda Wetzler. Each Redevelopment Commissioner shall serve for a term of one year.
Hazen Papers Tax Abatement forms were presented.
Motion was made to approve those forms. DeDee 1st, Norman 2nd

Resolution 2013-9 was presented. The Town of Osgood has a need for a Hearing Officer for its Violations Bureau. Whereas, there is presented a contract for Hearing Officer with Dana Row.

An Executive Session has been set up for March 27, 2013 @ 4:30 P.M. in reference to Economic Development.
Motion was made to approve final retainage of $1,000 to Mitchell and Stark for the Sewer Project pending the receipt of the recommendation letter. DeDee 1st, Norman 2nd

Street Department – Steve Wilhoit stated that he had gone and looked at some of Sedam Contracting Company’s work in Madison and that it looked good. The U.S. 421 Sidewalk Project should start mid April. He will also be looking for funding to widen the pavement and install storm drainage on Columbia Avenue from Olive Street to the Water Tower. He met with Mary McCarty from S.I.R.P.C. to look for more funding for the trails. He is encouraging people to write support letters of the trails.
Gas Department – Steve Wilhoit stated the leak survey had been completed. He stated that the Napoleon System will be needing work done to a main that is showing wear and tear. He stated that main would need to be replaced at an estimate of $60,000. Also, the pressure monitoring stations have been working well and he would like to install one at Napoleon. He would also like for Council to look further into the mapping.
Police Department – Eric Roush gave his monthly statistical report and gave a list of ordinance violators to Council.
Motion was made to approve the Lions Club to be at the stoplight on May 4th. Norman 1st, DeDee 2nd

Motion was made to approve the American Legion Auxiliary to be at the stoplight on May 18th. Norman 1st, DeDee 2nd

Council requested Steve Wilhoit to coordinate June 8th for Juvenile Diabetes.
