Regular Meeting
Tuesday, March 15, 2011
7:00 P.M.
Present at the meeting were Linda Krinop, Tammy Wilhoit, Norman Kappes, DeDee Holliday, Aaron Bell, Eric Roush, Beth and Will Rumsey, David Mohler, Steve Wilhoit, Ashley Piziak, and Eric Roush.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Motion was made to approve the following claims for the Water Project:
Holman Excavating - $54,525.50 (Pay Estimate B3)

Also, the attorney fees went over by $552.22. Motion was made to contact Theresa Brading and to use $2,000 in contingency money from the project to cover any other unexpected expenditures. Norman 1st, DeDee 2nd

David Mohler with Commonwealth stated that the Stormwater Project came in below the engineers estimate. On February 22nd five bids were opened for this project. Johannigman was the lowest bidder, but their Form 96 was not signed. Commonwealth is requesting Council to waive any irregularities or defects in the bidding and allow Johannigman to sign the form. They are also recommending that the Town of Osgood accept the bid from Johannigman Excavating in the amount of $343,685, base and alternate bid.

Ashley Piziak was present from Hazen Paper requesting approval for their Tax Abatements. After review of documents Council approved.

Aaron Bell from the Southeastern Indiana Solid Waste District gave a presentation on recycling. The Solid Waste District is a co-op of 7 counties. They encourage recycling programs and education. They have averaged 50,000 visits per year. Effective January 1st, electronics are not to be disposed of in the regular trash. Street Superintendent, Steve Wilhoit, asked if our residents could utilize the Osgood facility for electronic disposal. Mr. Bell would like to talk with Steve in the next week to set something up.
Estimates were received for replacing the roof on the Town Hall / Community Center.

Motion was made to allow Rinear General Contracting to do the repairs. Norman 1st, DeDee 2nd

Police Department – Eric Roush stood and gave statistics for the month:
15 traffic stops, with 2 citations for suspended license
2 arrest warrants delivered
2 domestics
1 intrusion alarm
6 complaints about noise coming from a residence.
Deputy Roush asked Council to consider an ordinance pertaining to noise from a residence.
Last week Council had received complaints on the work that Holman Excavating was doing on the Water Project. Council has addressed Mr. Holman and hopefully everything has been worked out.
