Regular Meeting
Tuesday, March 16, 2010
7:00 P.M.
Present at the meeting were Mary Ann Gay, Linda Krinop, DeDee Holliday, Norman Kappes, Robyn Mulroy, Chuck Gill, John Hegge, Josh Cady, Tony Wood, Bill McDonald, Chris Mulroy, Beth Rumsey, Andy Scholle, Keri Johnson and Donald Dunbar.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Mary Ann Gay discussed the Water Purchase Resolution and Contract with Holton. Holton is currently receiving water for $3.63 per 1000 gallons. It will increase 2% or the consumer price index per year. We are waiting on Holton to sign a 20 year contract. We will need the contract by mid April. If Holton doesn’t sign a contract their charge will go to $4.86 per 1000 gallons. The Town feels it is necessary to do this because we will have no guarantees when it comes to our Rural Development loan.
Motion was made to adopt Resolution 2010-6. Norman 1st, DeDee 2nd

The Town will be receiving grants from the Reynolds Foundation for the purchase of a Water Department Utility truck and tree trimming. A special “Thank You” to the Foundation for their support.
Bill McDonald was present and requested to be at the stoplight May 1st and May 22nd. Motion was made to approve request. Norman 1st, DeDee 2nd

Announced Public Hearing for Friday, March 19th at 1:00 for Storm Water.
Andy Scholle was present and stated that a small piece of the last alley vacated did not get closed. He stated that it could cause a problem later. He asked Council to accept the petition to have this vacated. Motion was made to approve. DeDee 1st, Norman 2nd

Andy Scholle will come back next month to give official petition. He will bring in waiver from adjoining owner.
Keri Johnson is the new OBC President.
Donald Dunbar was present and stated there is a problem with parking from the stoplight to Ripley Street. He stated that there are a lot of apartments through this area. Parking is an issue for the few businesses that are in town. He wanted to know if the Town could put a time limit on parking. Mary Ann Gay stated that we could not because it is a State Highway. Mary Ann also stated that the County has an ordinance that states apartments have to have a private parking area off the street. She stated that he would need to see the County Planning for details.
Marshall Hegge stated that some areas are posted with 2 hour parking. He stated that All the Rage and the apartments across the street are posted 2 hour parking.
Donald Dunbar said the biggest issue is in front of the drug store. Linda stated she would contact the County Planning.
Keri Johnson stated that the signs at the Marathon are blocking the view, especially in summer. Marshall Hegge stated that is a violation of the ordinance dealing with signage and he will look into it.
Water Department – Chuck Gill stated everything was o.k.
Wastewater Department – Tony Wood stated there was a typo on the draft permit for Best Metal Finishing. He gave to Mary Ann for corrections. He also stated that Rural Development is behind us on our Wastewater Project. There was a slight violation on ammonia, a report and letter has been prepared. They’ve been working on cameraing and lateral repair work over the last couple of weeks.
Police Department – John Hegge stated everything was o.k.
