Regular Meeting
Tuesday, June 15, 2010
7:00 P.M.
Present at the meeting were DeDee Holliday, Norman Kappes, Tammy Wilhoit, Linda Krinop, Mary Ann Gay, Beth and Patch Rumsey, Keith Bobb, John Hegge and Josh Cady.

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

Opened the hearing for Best Metal Finishing’s Compliance with Statement of Benefits forms. No one appeared. Hearing closed.
The Osgood Public Library is requesting Ripley Street (Brick Street) be closed on July 16th from 3:00 – 7:30 P.M. for a concert.
Motion was made to allow the closing of Ripley Street on July 16th. DeDee 1st, Norman 2nd

Police Department – John Hegge gave Council a traffic study that was done on Olive Street. 85% of the traffic was within the speed limit. It was suggested that the speed limit be lowered to 20 mph and possibly putting a stop sign at Columbia. Josh and Chuck will be in training the 23rd and 24th.
Keith Bobb was present from Stuff 4 Sale. Said he was here to complain. Stated that he has made every effort to contact Marshal Hegge of a burglary that occurred at his business Saturday. Every time he contacted the Sheriff’s Department they stated they did not have his work schedule. Mr. Bobb stated that Marshal Hegge has a public relations problem. He questioned him and asked if he even knew what happened at his business. Mr. Bobb stated that he went all day Saturday, Sunday and Monday with no contact. He felt that burglary is not a minor crime for the town of Osgood. He feels that the Osgood Police Department should have come to his business instead of the Ripley County Sheriff’s Department.
Marshal Hegge explained that at 10:00 A.M. on Saturday he was in Northern Kentucky, but received a call from the Ripley County dispatcher asking who he wanted to take the call. He stated that the Ripley County Deputy could handle the call. He stated that Saturday evening he attempted to get a hold of the Ripley County Deputy, but the Deputy was going off duty and did not have cell service. He stated he called again this morning, but the Deputy was not on duty. Stated that he was not given a reference that he needed to contact Mr. Bobb. He was under the impression that the Ripley County Deputy was taking care of it.
Mr. Bobb wanted to know why someone from the Osgood Police Department did not respond, that we have a marshal, deputy and reserves.
Marshal Hegge stated that he has unofficially been looking into the matter and found that on Sunday $126 in change was cashed in at the Jay C Store. He spoke with the Jay C store and has a receipt where the change was cashed in.
Mr. Bobb stated that he is familiar with the aspects of a police department since he has had 29 years of experience with a 50 man team.
Marshal Hegge stated that he was not working Sunday and that his schedule changes due to training, depositions, and court. He apologized to Mr. Bobb.
Mary Ann Gay has prepared a Water Purchase Contract for Napoleon Community Rural Water Corporation. All 4 copies were signed and will be sent to Napoleon Water.
Motion was made to approve Commonwealth Engineers Task Order Agreement. Norman 1st, DeDee 2nd
