Regular Meeting
Tuesday, July 15, 2014
7:00 P.M.

Present at the meeting were Tammy Wilhoit, Cathy May, Scott White, Steve Wilhoit, Tony Wood, Eric Roush, Linda Krinop, and DeDee Holliday.

Pledge of Allegiance.

Roll Call – Norman Kappes and Mary Ann Gay were not present.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1^st, Linda 2^nd

The Town of Osgood has requested H.J. Umbaugh and Associates (certified public accountants) to perform a Water Rate Study due to Holton Water no longer purchasing water from Osgood. The contract had been previously reviewed by Mary Ann Gay and needs to be made retroactive to July 8^th.

Motion was made to approve and sign the contract with H.J. Umbaugh affective July 8^th. DeDee 1^st, Linda 2^nd

Safe Passage Inc. is requesting the Town to consider financial support to be included in our 2015 Budget.

Linda Krinop tabled this request until the August 19^th meeting.

U.S. 421 Project claims:

Commonwealth Engineers - $14,185.06 for Construction Fees and Resident Project Representative.

Motion was made to approve Commonwealth’s claim for $14,185.06. DeDee 1^st, Linda 2^nd

Street Department – Steve Wilhoit stated the U.S. 421 Project is wrapping up. The lighting and grass will be getting finished up. He stated there is quite a bit of change to that area. He was up there during the last rain and hopes that people are happy with the outcome. He is hoping the project will be done next week.

Gas Department – (a) Steve Wilhoit stated he is hoping to do a Fall Questionnaire for residents on County Road 300 North (from the Industrial Park to Michigan Road) who may be interested in natural gas. We’ve added 22 new customers this year and hope to keep growing. (b)The new company (Badger) with the handheld meter reading devices was in today and did a frequency test for our area to see if there was any interference, there was none. If the budgets are good, would like to switch to the new company. We’ve been with Datamatic for 21 years and they filed bankruptcy. They will no longer support our gas meter reading devices; Badger Meter Systems has been in business for 107 years and has never sold.

Sewer Department – (a) Tony Wood stated that all inspections and 1^st set of samples are out and they are going forward. There have been no chloride or zinc issues since last November. (b)He has had to spend $7,000 on replacement pumps. (c) They have had 2 sewer digs where repairs have been made.

Police Department – Eric Roush gave his monthly statistical report:

10 citations, 20 warnings, 4 theft, 1 driving while suspended, 1 runaway, 3 domestic, 2 fights, Parade detail, active shooter, traffic control, 1 accident, 2 alarms, 2 agency assists, 2 VIN checks, and currently working with the Health Department concerning an unhealthy / uninhabitable residence.

He also stated that the Tractor Show had a really good turn out and that NBC Sports was there. NBC Sports should be airing this in October or November.

Fire Department – President, Scott White, gave the monthly statistical report:

1 auto accident, 9 first response, 2 mutual aids, 1 lightning strike, and 2 fire alarms.

The Fair is coming up next week and they will be having their events on Friday and Saturday.

Cathy May wanted to give Council a copy of the article she wrote on the Open Door Policy. She also stated that the flowers in town are beautiful, “Osgood looks like a postcard”.
