Regular Meeting
Tuesday, July 17, 2012
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Mary Ann Gay, Linda Krinop, DeDee Holliday, Al Stong, Chuck Gill, Steve Wilhoit, Eric Roush, Adam Hunger, and Scott Rinear.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Linda 2nd

Opened the public hearing for Ordinance 2012-3. Discussion began concerning details of the ordinance. Council has decided to change the area designated to running along both sides of Buckeye Street from Ripley Street to Beech Street as a commercial and business district; and to restrict the conversion of the commercial and business real estate into residential real estate.
Motion was made to approve Ordinance 2012-3 with the above changes. DeDee 1st, Linda 2nd

Sewer Project claims was presented by Al Stong:
Commonwealth Engineers - $17,366.42 for additional construction and Project Representative

Motion was made to approve the purchase of Water Remote Reads to finish the Water Project. Linda 1st, DeDee 2nd

Motion was made to approve the Month-to-Month Lease between the Town of Osgood and GT Performance Group, LLC. DeDee 1st, Linda 2nd

Water Department – Chuck Gill stated that they are no longer pumping out of Laughery Creek and that they are pulling from the south quarry. He stated his concerns for using the reserves and the approximate 140 day water supply left. He asked that the Council declare a Water Emergency.
Motion was made to declare a Water Emergency. DeDee 1st, Linda 2nd

Police Department – Eric Roush gave his monthly statistical report. He stated that there is an ongoing investigation concerning an arson case. He also stated there have been several curfew violators and there have been some issues with scooters and according to state law those people should have a state I.D. and be at least 15 years old.
Gas Department – Steve Wilhoit stated that he is looking at gas pressure monitoring devices from Toric Engineering to monitor gas pressure. Electric would need to be at each of the stations (3) and it would require cell phone connectivity. The budget will be looked at and 1 station may be completed this year.
Motion was made to approve Policy on Nepotism as directed by the Governor and the Indiana Legislature by way of House Enrolled Act 1005. DeDee 1st, Linda 2nd
