Regular Meeting
Tuesday, July 19, 2011
7:00 P.M.
Present at the meeting were Linda Krinop, Norman Kappes, DeDee Holliday, Tammy Wilhoit, Mary Ann Gay, Michelle Roush, Eric Roush, Adam Hunger, Christina Horan, Andrew Robarge, and Tony Wood.

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

Southeastern IN Regional Planning Commission – Mary McCarty opened the public hearing for the Fire Department’s Focus Fund Grant submittal for a new E-One Pumper Tanker. This truck will replace 2 other trucks (20 year old tanker and 34 year old pumper).
Mary McCarty also presented a Contract for Services for the Wastewater Project between the Town of Osgood and Southeastern IN Regional Planning Commission for a total not to exceed $53,000.
Motion was made to approve S.I.R.P.C.’s contract. DeDee 1st, Norman 2nd

Water Storage Project Claims were presented:
- Commonwealth Engineers - $23,439.75
- Mitchell & Stark Const - $343,330.44 (pay estimate #A5)
- Holman Excavating - $9,794.77 (pay estimate #B7)
Motion was made to approve these claims. Norman 1st, DeDee 2nd

Motion was made to introduce Ordinance 2011-5. An Ordinance establishing a schedule of rates and charges to be collected from properties served by the Sewage Works.
- First 15,000 gallons $14.96 per 1,000
- Next 15,000 gallons 13.67
- Next 15,000 gallons 12.48
- Next 55,000 gallons 11.24
- Next 100,000 gallons 8.18
- All users (2,500 gallon allowed) $37.40
- Sewer Tap Fee: $800 or greater (actual cost of material and labor, whichever is greater)
A rate hearing will be held August 16, 2011 at 7:00 P.M.
Motion was made to make retroactive to July 18th the hiring of Adam Hunger as the Town’s Deputy Marshal. Norman 1st, DeDee 2nd

The 2012 Inter-Local Agreement between the Town of Osgood and the Ripley Economic Development Corporation was presented. It’s 12% of the EDIT funds, same as before.
Motion was made to approve the 2012 Inter-Local Agreement. DeDee 1st, Norman 2nd

Commonwealth Engineers – Andrew Robarge stated that all the bids had been reviewed for the Wastewater Project and that Mitchell and Stark was the lowest responsible bidder. They were also found to be within the funds available. A letter was signed by Linda of the Notice of Intent to award the bid pending approval from the funding agencies. Andrew also stated that Guide 5 would be submitted to Rural Development (Budget of Project).
Police Department – Eric Roush welcomed Adam Hunger and stated that he would be a great asset to the Town. He reported: 6 agency assists, 4 domestics, 2 burglaries, OWI refusal, and a few traffic tickets. Michelle Roush stated that her husband was one of the top in his class. Linda Krinop congratulated Eric and stated that the Town is doing well with all the accomplishments of the employees.
