Regular Meeting
Tuesday, July 21, 2009
7:00 P.M.
Present at the meeting were Steve Wilhoit, Tammy Wilhoit, Linda Krinop, Norman Kappes, DeDee Holliday, John Hegge, Beth and Patch Rumsey, Chris Lemen, Tony Wood.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Motion was made to bring Steven Stepleton from part-time position to a full time position. Norman 1st, DeDee 2nd

Motion was made to approve the agreement between the Ripley County Economic Development Corporation and the Town of Osgood for the 2010 Inter-Local Agreement. Osgood hereby agrees to pay 12% of the 2010 EDIT Funds disbursed from the State of Indiana in the year 2010. DeDee 1st, Norman 2nd

Fire Department - Chris Lemen reported everything was ok.
Street Department – Steve Wilhoit stated that he has received several complaints from the residents of Osgood concerning the Kroger ads being thrown in their yards, driveways, sidewalks, etc. Mr. Wilhoit contacted Greensburg Daily News requesting them to stop. Town Attorney Mary Ann Gay then issued a letter on May 28, 2009 requesting them to cease the distribution of these advertisements in the Town as it is littering and a violation of the Town’s garbage ordinance. Since this time the advertisements have been distributed again with more complaints from the residents. The problem is that these ads remain for weeks or months on the sidewalks, streets and yards of foreclosed and abandoned homes or residents are running over them with lawn mowers. Marshal Hegge will look into this situation and possibly ticket the violators for littering.
Sewer Department – Tony Wood stated that the report is ready to sign. He has been working with Commonwealth concerning the Sewer Plant Evaluation. The land application permit is ready to be issued. Hopefully it will be renewed in 30 days. He stated that they are continuing cleaning, jetting, running the camera and inspecting.
Police Department – John Hegge stated that a traffic survey was done on Wilson/Shook Streets. The posted speed limit is 30 mph, 85% of traffic was at 27 mph. The average speed for 1099 vehicles was 21 mph. With these results Marshal Hegge did not feel that this intersection constitutes a stop sign. Council asked Mary Ann Gay to look at placing a “Children at Play” sign.
