Regular Meeting
Tuesday, January 15, 2019
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Norman Kappes, David Bultman, Kyle Negangard, Will Wallace, and Lynn Fledderman.
Pledge of Allegiance.

Old Business:
Outdoor wood and fired furnace ordinance a sample ordinance was introduces at last months meeting which Council felt met their needs, Ordinance 2019-1 was presented.

Motion to adopt Ordinance 2019-1 under the suspension of the rules. Norman 1st,

Garbage, Water, Sewer rate ordinance Water and Sewer Rate Ordinances are still being reviewed. Ordinance 2019-2 has been prepared for the Solid Waste Collections. The Town of Osgood has the need to increase the Solid Waste Collection Fee in order to meet the statutory requirements to cover the cost of operation. The proposed cost will go from $8 per unit to $9.21 per unit in order to comply and not run in a deficit. Ordinance 2019-2 was introduced and a public hearing will be held on the proposed increase on February 19, 2019 at 7:00 P.M. at the Osgood Town Hall.
Water Project claims:
Commonwealth Engineers - $28,725.17 final invoices.
Ice Miller - $13,025 final invoice.
With the government shutdown, pay request #11 was not submitted. These invoices will be added to that pay request. The shutdown will probably delay the closing of the water project as well.

Rising Sun Regional Foundation is requesting the reappointment of Jeff French to the Rising Sun Regional Foundation Board of Directors, he has serviced since 2014 and has indicated his willingness to continue to serve.

Lions Club is requesting to be at the stoplight on May 4th and Knights of Columbus are requesting May 11th.

Police Department Will Wallace presented Council with his monthly statistical report. They had a total of 104 calls: 43 traffic stops, 2 ordinance/civil process calls, 14 agency/citizen assists, 11 accidents/emergency service assists, 34 criminal calls/arrest warrants. He also broke the calls down by zip code as Council Member, Holley Rose, requested. Osgood zip code had 94 calls and Versailles zip code had 10. ETC will be in next week to install security cameras and they will be attending the annual Indiana Drug Enforcement Association annual training conference in February.
Fire Department Kyle Negangard submitted the monthly statistical report and 2019 Officers. For December they had a total of 9 calls: 4 first response/ems, 4 mutual aid, and 1 fire alarm. They had a total of 211 calls in 2018 and 296 training man hours.
