Regular Meeting
Tuesday, January 18, 2011
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Norman Kappes, DeDee Holliday, Linda Krinop, Mary Ann Gay, Barry Lauber, Brenda Wetzler, Steve Wilhoit, Beth Rumsey, Tony Wood, Eric Roush, Cindy Bowling, Allen Coy, Mike Picklesimer, and Al Stong.

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

Barry Lauber with the Ripley County Revitalization Corporation presented a Quit Claim Deed for the 8.4 acres that NuLife Technology is looking at. If the Town signs the deed it would relinquish the property to Ripley County Revitalization Corporation and they would grant it to NuLife.
Motion was made for Linda and Tammy to sign the Quit Claim Deed. DeDee 1st, Norman 2nd

NuLife is also looking at tax abatements for the old Versailles Plastic Building. Mr. Lauber stated that they would forgo the abatements on the real property. However, he stated that Mr. Robertson would like to come before Council on the personal property. Mary Ann Gay stated that we would need a Statement of Benefits. Mr. Lauber stated that they will be closing on the old Versailles Plastic next week.
Al Stong with Commonwealth Engineers requested Council to make a motion to move forward with the bidding process on the Storm Water Project. He stated bids would go out early February and would need to be received before February 26th.
Motion was made to proceed with the Bidding Process for the Storm Water Project. DeDee 1st, Norman 2nd

Al Stong also requested a motion to approve Commonwealth’s contract for the Design and Bidding phases of the Wastewater Project. OCRA has a 6 month deadline and we will need to proceed.

Motion was made to approve Draw#B1 for Holman Excavating in the amount of $11,590 for the Water Storage Project. DeDee 1st, Norman 2nd

Ordinance 2011-1 was presented prohibiting the sale or possession of substances containing synthetic cannabinoids and methedrone in the Town of Osgood, which might endanger the public health and welfare of its citizens.
Motion was made to adopt Ordinance 2011-1. Norman 1st, DeDee 2nd

Mary Ann Gay reviewed the verbiage of the 3 year lease agreement for a sweeper.
Motion was made to sign the Quarterly Project Status Report for the Safe Routes to School Project. Norman 1st, DeDee 2nd

Motion was made to approve and sign Umbaugh’s contract to do a final rate study for the Wastewater Project. Norman 1st, DeDee 2nd

January 26th will be the awarding of the $600,000 OCRA Grant for the Wastewater Project at the Indiana State House.
Police Department – Eric Roush stood and gave a statistical report of their calls for the month. Council approved the Code Violation sheet, so tickets can be printed. Steven has completed his 3rd week at the Academy and all is going well.
Motion was made to allow the American Legion to be at the stoplight on May 21st. Norman 1st, DeDee 2nd

Allen Coy was present asking the Council about putting up a plastic greenhouse on his property. It would be 20’ by 20’. Council instructed him to draw a map with measurements as to where the structure would go and that he would need to talk with the County to see if his property is zoned properly and if he would need a variance.
Motion was made to sign the contract with Bingham McHale LLP. DeDee 1st, Norman 2nd
