Regular Meeting
Tuesday, January 15, 2008
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Gary Norman, Linda Krinop, Jeff Volz, Mary Ann Gay, Pat Zaharako, Art Simon, Chris Lemen and Ed Newman.

Roll Call – all present
Motion was made to waive the reading and adopt the pre-read minutes. Gary 1st, Linda 2nd

Commonwealth Engineers – Pat Zaharako stated that Johannigman had substantially completed the Water Project on December 12, 2007. There was a punch list that was given to Johannigman and that will need to be completed before the retainage will be released.
Motion was made to sign the Substantial Completion form. Gary 1st, Linda 2nd

Johannigman Excavating claims were presented:
$98,562.20 pay request #6
$5,187.48 retainage #6
Motion was made to approve these claims. Linda 1st, Gary 2nd

Mr. Zaharako stated that due to the tank that was found and boring under a resident’s trees it added an additional $3,000 to the project, but the project is currently $53,000 under budget.
Motion was made to table Commonwealth’s claims until after further review. Gary 1st, Linda 2nd

Art Simon with the Knights of Columbus was present requesting Councils approval to be at the stoplight on May 10th for their tootsie roll drive.
Motion was made to approve Knights of Columbus request. Gary 1st, Linda 2nd

The Property Use Agreements between the Town, Neil Comer, Kevin and Jodi Rinear were presented. (RE: parking lot)
Motion was made to approve and sign these agreements. Linda 1st, Gary 2nd

Ed Newman was present and stated that the Planning and Zoning did not meet in the month of January.
Fire Department – Chris Lemen was present stating the physicals for the firemen have been set up for January 21st.
Ordinance 2008-2 was presented. The Town Council for the Town of Osgood hereby adopts the provisions of Indiana Code 36-7-9-1 as its “Unsafe Building Law”, and hereby designates the Ripley County Building Inspector for enforcement of these ordinances and designates the Town Council as the “Hearing Authority” for the Town of Osgood, and hereby adopts the definitions and standards as defined in said statutes.
Ordinance 2008-3 was presented. Standards for Building Condition or Maintenance Required for Human Habitation, Occupancy or Use.
Motion was made to adopt Ordinances 2008-2 and 2008-3. Linda 1st, Gary 2nd

Mary Ann Gay is requesting an Executive Meeting be scheduled for January 22nd at 6:00 PM to go over police policies.
