Regular Meeting
Tuesday, February 16, 2016
7:00 P.M.

Present at the meeting were Tammy Wilhoit, Holley Rose, Norman Kappes, Eric Roush, DeDee Holliday, Wanda Burnett, Tony Wood, Carla Burkhart, and Greg Burchett.

Motion was made to waive the reading and adopt the pre-read minutes. Holley 1st, DeDee 2nd

Ordinance 2016-1 was presented: an ordinance enacting a code of ordinances for the Town of Osgood. Revising, amending, restating, codifying, and compiling certain existing ordinances into a binder by American Legal Publishing.

Motion was made to approve Ordinance 2016-1; enacting the code of Ordinances for the Town of Osgood. DeDee 1st, Holley 2nd

On July 9, 2015 a Certification of Costs (lien) was placed on 151 N. Elm Street for removing debris, mowing, weed eating, boarding up all broken window, weed killing driveway, and mowing the rest of 2015. The certified letter stating the violation of this property along with Ordinance 2009-13 was mailed on May 22, 2015 to the owner that was listed on file. On May 20, 2015, the property sold. Since the certified letter did not go to the actual owner, the Certification of Costs need to be released. Also, when the Certification of Costs was filed at the Recorders Office, it was not caught that Jered Miller was no longer the owner. It was recorded as a lien to the property. The Town was notified by the Real Estate Agent and the Title Company of this discrepancy.

The 2015 Annual Report has been advertised and completed through Gateway, the Annual Reports due to USDA for Water and Wastewater have been completed and mailed.

Wastewater - Tony Wood stated that there were no problems in January. All compliance is current. They are currently working on a Pre-Treatment Report that’s due in April. Continuing to work on mapping and maintenance.

Police Department - Eric Roush gave Council a copy of his monthly statistical report.

Lifetime Housing Group - Carla Burkhart stood and discussed a Home Repair and Modification Grant used to assist homeowners in Dearborn and Ripley county. Currently there are a total of 15 homes to be assisted, 7 homes in Dearborn County and 8 homes in Ripley County. The total grant application would be for $300,000 and they would need matching funds of $33,000. Carla is approaching the Town because 5 of the homes in Ripley County are located within the town limits. For the homes located in Osgood, the grant funds needed would be $100,000. She is requesting matching funds from the Town of Osgood in the amount of $11,000. This breaks down to matching funds of $2,200 per home. This grant would look at home repairs such as safety, structural soundness, aging in place improvements, and energy efficiency improvements. Lifetime Housing Group will apply for the grant in July and would need a commitment letter from the Town by May if we’re interested. Several questions were asked about how the 5 homes were identified, Carla stated that through SEIOC’s findings or referrals. Stated that ads were ran, press releases were made, and they’ve been on the radio. We asked if the contractors were local and she stated that notices have been ran for contractors and they will try to keep the money in our community. She will fax a list of the contractors. Council will take this under advisement until a decision can be made.

Greg Burchett was present and asked if a boat ramp could be put at the north quarry. He stated he has contacted DNR and a grant could be obtained for up to $200,000. He would also like for electric boats to be allowed on the quarry. Council stated that they would like to discuss this with Chuck Gill, Water Superintendent, and Steve Wilhoit, Street Superintendent.
