Present at the meeting were Tammy Wilhoit, Eric Roush, Mary Ann Gay, Holley Rose, Norman Kappes, DeDee Holliday, Tony Wood, Shawn Negangard, and Scott White.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Holley 2nd

Council will need to appoint a school board member for the Osgood Redevelopment Commission. Clerk-Treasurer was instructed to contact Travis Neal to see if he would be interested.
Gene Eaton with Napoleon Water is requesting the Town pay for the replacement of a 3 inch meter to a 4 inch meter in compliance with our contract. He has received a quote from Mike Holman Excavating for $2,400.
Motion was made to approve Napoleon Water’s request. DeDee 1st, Holley 2nd

Discussed grant that had been submitted to the Reynolds Foundation for Exercise Equipment at the trails. Council feels that they should formally withdraw the grant request due to other priorities.
Motion was made to withdraw Reynolds Foundation Grant #15-404. Holley 1st, DeDee 2nd

New council member Holley Rose signed Conflict of Interest Forms.
Received notification from IDEM concerning a violation at the Wastewater Plant with chlorides and zinc. Tony Wood stated that he and Don Larson are already working to get issues resolved.
Fire Department - Shawn Negangard gave 2014 year-end report: 16 accidents, 126 first response, 14 mutual aid, 14 fires, 2 standby at station, 1 CO detector, 4 traffic, 1 severe weather, 1 missing person, 2 landing zone, 2 fire alarms, 1 lightning strike, 1 extrication for a total of 185 runs. He also gave the January 2015 Run Summary: 17 first response, 3 mutual aid, 1 landing zone, 1 ice rescue, 1 fire for a total of 23 Runs. Changes at the department are Kyle Negangard is now 1st Assistant Chief and Scott White is 2nd Assistant Chief.
Police Department - Eric Roush gave a monthly statistical report: 5 accidents, 1 OWI, 10 traffic citations, 33 warnings, 1 fight, 1 trespassing, 1 criminal mischief, 3 domestic, safety at JCD, pipeline training, 1 welfare check, 1 alarm, follow up investigations, and 18 ordinance violations.
Wastewater Department - Tony Wood stated the monthly report has been sent off with the DMR System. Three (3) excavations have been completed and a manhole will be placed on N. Walnut.
