Regular Meeting
Tuesday, February 18, 2014
7:00 P.M.
Present at the meeting were Steve Wilhoit, Norman Kappes, Tammy Wilhoit, DeDee Holliday, Linda Krinop, Mary Ann Gay, Cathy May, Steve Linville, Scott White, Eric Roush, Dean (Rumpke), Al Stong, Chuck Heck, and Charlie Thies.

Motion was made to waive the reading and adopt the pre-minutes. DeDee 1st, Norman 2nd

Motion was made to write a letter of support for Doug Thayer on rezoning one of his properties. Norman 1st, DeDee 2nd

The apparent low bidder is Johannigman Excavating. Al Stong requested Councils approval pending the Engineers review.
Motion was made to make a tentative award to Johannigman Excavating contingent upon the Engineers review. DeDee 1st, Norman 2nd

Police Department – Eric Roush was present and gave his monthly statistical report:
13 warnings, 1 VIN check, 1 vehicle towed, 2 harassing calls, 3 domestics, 1 battery, 1 traffic accident, 1 overdose, 2 court subpoenas, 1 theft/forgery, 6 dispatch covered calls, 1 vandalism, 1 Drug arrest, traffic control for sewer dept, 1 open 911 call, 2 warrant service, follow up investigations, 1 mental person, 1 building alarm, 1 search warrant, 1 agency assist, 1 welfare check, 1 OWI, 3 citations, 1 resisting law enforcement, and 1 citizen assist.
Gas Department – Steve Wilhoit stated there was excavation damage done to a 2” gas main at the intersection of State Road 350 and Finks Road. He is in the process of filing paperwork through the Regulatory System. Believes there was a location error. He is requesting 811 voice records and is doing a damage assessment. It was stated that in order to locate a one mile area you are required to have 3 line locates and they only had 1 for 7,500 feet. According to our Gas Use Ordinance we have provisions for damage done to our lines. Also, when the line was hit, the contractor was required to call 811 and the Fire Department, neither was done.
We are continuing to receive easements for the Napoleon Gas Main. March 10 will be the deadline to receive those in order to get the project done.
Datamatic (hand held metering devices) filed bankruptcy. They kept part of the business and filed bankruptcy on the other part.
Street Department – Steve Wilhoit stated we are out of salt. He is requesting the Town look at increasing the 2015 budget for salt. He also stated we have quotes for garbage contracts and the Council is not ready to make their final decision as this time.
Farmer’s Club – Chuck Heck was present and wanted to give Council a check for the use of the Community Center. He also requested a picture for the presentation. Everything is still going as planned for the Antique Machinery Show and NBC Sports is looking at doing 3 – ½ hour shows. Charlie Thies was present and wanted to say that he is glad to have Osgood’s support. He looks forward to coming back here every year.
Cathy May was impressed with the quick response to remove a snow pile by her residence that was draining into her daughter’s apartment.
Dean with Rumpke wanted to say thank you to the Town of Osgood and hoped everything was going well.
Council gave Clerk-Treasurer permission to proceed with door repairs.
