Regular Meeting
Tuesday, February 26, 2013
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Norman Kappes, Linda Krinop, DeDee Holliday, Steve Wilhoit, Chuck Gill, Eric Roush, Tony Wood, and Jim Smith.

Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Al Stong with Commonwealth presented Council with a Financial Breakdown of the remaining funds for the Sewer Project: $2,743.41. A Contract Amendment will be presented at the next meeting to eliminate Commonwealth’s remaining contract.
Motion was made to approve Mitchell & Stark’s Pay Estimate #14 for $42,386.58. DeDee 1st, Norman 2nd

FEMA required Ripley County to adopt a new, updated flood ordinance through the zoning code. Since the Town is named in the County Zoning Codes, FEMA has required all Towns to sign and adopt an ordinance and resolution.
Ordinance 2013-2 was presented: An Ordinance concerning the Flood Hazard within the Town of Osgood. The Town of Osgood wishes to participate in the National Flood Insurance Program.
Motion was made to approve Ordinance 2013-2. Norman 1st, DeDee 2nd

Resolution 2013-7 was presented: Resolution to participate in the National Flood Insurance Program.

Resolution 2013-8 was presented: An Economic Development proposal allowed the Town of Osgood to waive interest on a project.

Motion was made to approve Utility Gas Management Contract. Norman 1st, DeDee 2nd

Council is requesting all Department Superintendents to compare prices and get quotes to make sure we are getting the best prices.
Sewer Department – Tony Wood stated that the NPDES Draft Permit has been issued. IDEM was in yesterday and did an inspection. Chloride issue was still sited by the inspector. Chloride limits will remain the same on the permit draft with a reopening clause due to the fact we are collecting six months of hardness data that could allow us to get the limits changed. If they do not change we were advised that the rule itself could change or we could apply for a variance to IDEM. Also, all punch list items have been completed on the Sewer Project.
Police Department – Eric Roush gave monthly statistical report.
Water Department – Chuck Gill state the new valve that was put in had some glitches. The valve company came down and repaired it. All is working fine now.
Street Department – Steve Wilhoit stated he is still working on signage. There is a collapsed storm drain that needs repaired on Eckert Street. USDI will be here March 11th and 12th to conduct the leak survey. Town is still receiving trash complaints, whole streets are being missed. Pre-Construction meeting was held February 25th for the US 421 Sidewalk Project. Bids will be opened March 5th
Jim Smith was present and requested Councils approval to add a two truck dock with retaining walls to the east side of his property.
