Regular Meeting

Present at the meeting was Tammy Wilhoit, DeDee Holliday, Norman Kappes, Linda Krinop, Mary Ann Gay, Donald Dunbar, Scot Cunningham, Brenda Wetzler, Tony Wood, Steve Wilhoit, and Steve Linville.

Motion was made to enter into a Grant Award Agreement from the Indiana Office of Community & Rural Affairs for the amount of $600,000 to go toward the Wastewater Project. DeDee 1st, Norman 2nd

Ordinance 2011-2 was presented which states the Town has the authority to purchase equipment and supplies necessary for operation. The Town has researched and had discussions with vendors and manufacturers of vacuum street sweepers and found that an item matching the Towns specifications is not readily available. The Town received a quote from a dealer which would allow us to purchase a newly retrofitted demonstrator model of a sweeper at a savings to the Town of Osgood of approximately $20,000 and we have also received 2 other similar quotes, which indicates the substantial savings if we purchase the demonstrator equipment.
Motion was made to adopt Ordinance 2011-2 authorizing the purchase of the demonstrator vacuum street sweeper. Norman 1st, DeDee 2nd

Scot Cunningham with the Lions Club was requesting permission to be at the stoplight on May 7th.

Fire Department Steve Linville reported that they have some new members coming on. He also wanted to compliment the Town Employees for their great job on snow removal.
Street Department- Steve Wilhoit reported that there is a new law that electronics cannot be picked up with regular trash without an additional charge. The Council has requested that we look into the options that the Ripley County Recycling Center would have for electronics.
The Storm Water Project has been sent out for bid. The bid opening will be February 22nd at 4:00 P.M. Steve stated that they had run into a couple of problems obtaining easements from 2 homeowners and that the drawings had to be changed 3 times. The project has been revised not to include these 2 properties and letters will be sent to the 2 homeowners explaining that the Town had received grant money to do this project and that if there are problems in the future, the Town will not be able to assist them in dealing with it.
2013 Federal Laws are changing concerning street signs. All street signs will need to be changed.
Complaints have been received about the globes from the new street lights blowing off and breaking. Currently we have 4 globes that are broke at a cost to repair of $550 each. With the Street Department budget getting cut every year, we are going to have to look at changing the style of light or coming up with an alternative.
Safe Routes to School will be getting ready for bid soon, which will have the same street light style.
Wastewater Department Tony stated that the report was ready to sign. Commonwealth is working on the GPS survey for the Project.
Donald Dunbar wants to see about getting sewer tap at the Ripley County Garage.
Effective February 1, 2011, the Town will be switching to Humana Insurance for Health Care Coverage.
