Regular Meeting
Tuesday, February 17, 2009
7:00 P.M.
Present at the meeting were Norman Kappes, Linda Krinop, DeDee Holliday, Tammy Wilhoit, Mary Ann Gay, Ed Newman, Donald Dunbar, Chris Lemen, Beth Rumsey, Steve Wilhoit and John Hegge.

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

Mary Ann Gay presented the Ripley County Hazard Mitigation Plan. This plan covers hazards that would occur in Ripley County.
Motion was made to approve Ripley County’s Hazard Mitigation Plan by Resolution 2009-5. DeDee 1st, Norman 2nd

Ordinance 2009-2 was presented. This ordinance revokes Ordinance 1997-12. The Town of Osgood has determined it appropriate to follow the curfew established in the Indiana Statutes. I.C. 31-37-3-2 states it is a curfew violation for a child fifteen (15), sixteen (16), or seventeen (17) years of age to be in a public place: (1) between 1 a.m. and 5 a.m. on Saturday or Sunday;
(2) after 11 p.m. on Sunday, Monday, Tuesday, Wednesday, or Thursday; or
(3) before 5 a.m. on Monday, Tuesday, Wednesday, Thursday, or Friday.
It is a curfew violation for a child less than fifteen (15) years of age to be in a public place after 11 p.m. or before 5 a.m. on any day.
Motion was made to adopt Ordinance 2009-2. DeDee 1st, Norman 2nd

Motion was made to approve Humana as the new Health Coverage for the employees retroactive to February 1, 2009. Norman 1st, DeDee 2nd

Fire Department – Chris Lemen reported everything was good.
Gas/Street Department – Steve Wilhoit reported everything was good.
Police Department – Marshal Hegge discussed the Cops Grant Program from the Criminal Justice Department.
Ed Newman, Osgood’s representative for the Ripley County Planning & Zoning stated that there was no meeting this month and there will not be one next month either.
Donald Dunbar expressed some concerns with Council.
Marshal Hegge has been dealing with garbage issues. Warnings have been given and now tickets will be issued. Mary Ann Gay talked of amending the garbage ordinance to require people to return their garbage cans back to their house within 24 hours of it being picked up.
Complaints are being received on Merchants blocking the sidewalks downtown.
Also, complaints of continuous yard sales have been received.
