Regular Meeting
Tuesday, December 15, 2020
7:00 P.M.
Present at the meeting were Norman Kappes, David Bultman, Lynn Fledderman, Jeremy Schmitt, Will Wallace, Tony Wood, and Jerry Vollmer.

Old business:
TRECS - pursue unpaid utility bills through the Tax Refund Exchange and Compliance System. This would be used for anyone who owes the Town money. It would be certified through the State and the Town would receive any tax refunds for those individuals.
Lynn presented the Memorandum of Understanding and Agreement Association of Indiana Counties Tax Refund Exchange and Compliance System. The Town can cancel at any time if not happy with the program and there is no cost.

Jeremy Schmitt with Commonwealth was present:
- OCRA will be making the announcements for the Water Project tomorrow.
- The Town was awarded another Community Crossing Grant. The last grant was used to work on the southwest end of town and this grant will be used toward the southeast end.
- Culvert Project - all structures are in. Ripley Street was put back as a base because the asphalt plants are shut down. Asphalt will be done next year. The contingency will be held until all work is completed.
2019 Culvert Project claims:
Commonwealth Engineers - $24,434.43 for construction/commissioning and RPR

January 4, 2021 at 7:00 PM will be the Organizational Meeting.
Council signed three Reynolds Foundation Grants for tree and mulch maintenance 2021, crack seal and seal coat Osgood Trails, and audio system.
Due to COVID and quarantine, some employees were not able to use their vacation and PTO time. Requests were made that they be allowed to carry the unused time over to 2021.

Phoenix Refrigeration has moved in a shipping container at the Wilson Street address. Steve has received some calls concerning the matter. Mr. Lunsford is asking for 6 month variance from County Ordinance so that he can put new rafters in his building. He needs a place to store all of his material. He then wants to build over the shipping container, Steve will need to talk with Tad Brinson concerning this matter.
Motion was made not to pursue enforcement of a code violation for
6 months, but the County ultimately has the final say. David 1st, Norman

Lynn Fledderman presented Ordinance 2020-9: An Ordinance Amending Ordinance 91.31 Junk. The Town finds it in the best interest of the community to prohibit outdoor storage in shipping containers, railroad cars, or other temporary containers. This amendment was added to the Town Ordinance in the event that the County would change their ordinances.

Lynn Fledderman will have the Ordinance published.
Jerry Vollmer, incoming President of OBC, was present and stated that they have changed their meeting dates to the 2nd Tuesday of the month. They will have a representative come to our meetings and they are requesting one representative from the Osgood Council to attend theirs. He stated there are a lot of things going on. They have gone from 6 or 7 members up to 30 members. They feel that it is very important that we keep an open line of communication between both groups. They have ideas of taking over empty lots and building new homes on them or taking city blocks and demolishing structures to build new. Mr. Vollmer is asking if the Town will create a covenant that would establish a set of rules. This would establish a theme of good quality homes for Osgood. If Council chooses they could appoint Urban Development Committee over the covenants.
Water Department - Tony Wood stated that a validation for water loss audit has been completed with the help of Commonwealth. They will look at getting meters when they flush water hydrants, because when they flush it counts toward the loss. He wants to make a schedule to change out certain meters. The finances are slowly improving due to pandemic. We will hear tomorrow if we’ve received the OCRA grant for the water main replacement on S. Buckeye and new instrumentation.
Sewer Department - Tony Wood stated they had received violations from Best Metal changing their cleaner. There will be no write up, other than that the inspection went well. They will need to purchase a new pump and software upgrade within the next few weeks.
Police Department - Will Wallace stated that the property at 104 Hunt Street is getting out of hand again with the violations on the junk ordinance. He is also looking at purchasing two electronic preliminary breathe test devices.
Town Hall - Tony Wood stated that he has received quotes to get a backup generator at the Town Hall. This is something that has been talked about for years. At this point he believes that the natural gas hook up with a propane back up is the best route to go.
