Regular Meeting
Tuesday, December 17, 2019
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Toby Church, David Bultman, Holley Rose, Norman Kappes, Lynn Fledderman, Tony Wood, Justin Batchelor, Will Wallace, and Steve Wilhoit.

Old Business:
The letter had been sent to the Ripley County Area Planning, Auditor, and Commissioners requesting them to enforce the variances they granted. Lynn has spoken with the County Attorney, John Ertel, and they have discussed giving the Town the authority to enforce.
2nd reading of Ordinance 2019-12: An Ordinance of the Town of Osgood prohibiting the operation of commercial vehicles on W. Ripley Street (Brick Street). The Town has incurred damage to the street and trees as a result of the operation of commercial vehicles on W. Ripley Street.

Commonwealth Engineers - Toby Church was present. Bids were received and opened for the 2019 Community Crossing Grant on December 12, 2019. Bidders were: Johannigman Excavating for $1,043,990, Dave O’Mara for $1,138,347, and Paul H. Rohe for $1,187,579.50. Bids were taken under advisement, after the engineers review, they have recommended that the Town accept the lowest, responsive, responsible bid from Johannigman Excavating.

Toby Church also discussed the urgency of the OCRA Grant to repair water mains. Due to the shallow mains, weather, and corrosion, we will continue to have main breaks. He gave the Council some alternatives in applying to OCRA for grant funding: planning grants vs. construction grants.
2019 Community Crossing Grant Project claims:
Commonwealth Engineers - $15,000 for rebidding

Street Department - Steve Wilhoit requested Lynn to look at our current Manufactured Home Ordinance and see if it needs updating. He also wants to review the Town’s business district.
Police Department - Will Wallace stated they had 99 calls: 22 traffic stops, 4 town ordinance/civil processes, 12 agency/citizen assists, 16 accidents/emergency service assists, and 45 criminal. For 2019 they have had a total of 1,383 calls. He requested the Council to consider donating to the F.O.P. 177 Cops for Kids Program. They take local families in need shopping.

Sewer Department - Tony Wood stated compliance is good. He requested an agreement be drawn up for the replacement of manholes at Fairview Village. The LDO sensor in tank 1 has been replaced. Budget is in line.
Water Department - Tony Wood stated that a year makes a difference. The water main breaks that have occurred are 2ft deep in spots on the highway and every cold spell we will have problems. They’ve installed valving and piping at the pump house, repaired actuators, and separated the clear well controls from the raw water. The plant has been running for 16-19 hours a day and the water quality is good. He is requesting Council to consider security cameras and the water plant and cold storage. He has received a quote from Josh Lohrum to install for an estimate of $10,700.
