Regular Meeting
Tuesday, December 20, 2016
7:00 P.M.

Present at the meeting were Tammy Wilhoit, Norman Kappes, DeDee Holliday, Holley Rose, John Ertel, Scott Rinear Sherri Summers, Eric Roush, Tina Wallace, Will Wallace, Steve Wilhoit, Arlene Knudson, Shawn Negangard, Toby Church, Gerry Harmeyer, Chuck Gill, Christina DeWitt, and Kendal Hurt.

Pledge of Allegiance.

Roll Call - all present

Motion to waive the reading and adopt the pre-read minutes. Holley 1st, DeDee 2nd

Opened the Public Hearing on Ordinance 2016-7 and John Ertel did the 2nd reading. An Ordinance amending and establishing rates and charges for customers of the Town of Osgood Water Utility. Norman Kappes asked if anyone had questions, Christina DeWitt stated she could answer any concerns. No one responded. Hearing was closed.

Motion was made to adopt Ordinance 2016-7. DeDee 1st, Holley 2nd

Old Business:

Trailer at Fairview Village is still there - John Ertel will initiate legal action

223 & 206 N. Elm - Title Search needs done

Carl Mullikin violations - John Ertel prepared and sent Zoning Code violation letters to Carl Mullikin at 2 locations requesting violations to be addressed within 30 days. If these issues are not addressed an injunction action will be started.

Jerry Burton was issued a letter responding to his request to have a meter tested for accuracy. The meter was tested by Waller’s and overall the meter was ok.

City of Lawrenceburg was sent a letter concerning Solarzentrum and the final status of the grant.

Commonwealth Engineers - Toby Church was present and stated the INDOT 50/50 Grant has been delayed because of the possibility of more money. They believe the first call for this project will be April 1st, 2017. He has met with Steve Gloyd and Steve Wilhoit and they have decided to proceed with the east side of S. Buckeye Street Sidewalk, Lighting, Gutter, and Storm Drain Project. They feel this project can be completed in the summer of 2017. Also, the Town needs to adopt the American with Disabilities Guidelines, Coordinator, and Procedures. A meeting was also held today between Toby, Tammy, and Charlene from USDA concerning locking in the interest rates for the upcoming water project. If the rates are locked in before the end of the year it will be 1.875%, after January 1st, it will be 2.75%. He stated statewide there have been issues getting loans through and thanks to Tammy, ours is being completed in 6 months.

Motion was made to approve Resolution 2016-6 and Resolution 2016-7, adopting the Americans with Disabilities Act Accessibility Guidelines for standards for accessible design and guidelines for pedestrian facilities in the public right-of-way. Also designating Steve Wilhoit as the Coordinator for the Town. Holley 1st, DeDee 2nd

Ripley County Economic Development Corporation and the Town of Osgood wish to enter into a Farm Lease Contract with Hansen Family LLC for 2017 and 2018 at the Industrial Park.

Motion was made to approve the 2 year Farm Lease Contract with Hansen Family LLC for $2206.65 per year. DeDee 1st, Holley 2nd

Motion was made to approve Tammy Wilhoit to the Southeastern Indiana Regional Planning Commission Board of Directors for 2017. Holley 1st, DeDee 2nd

Motion to set up Organization meeting for January 4, 2017 at 6:00 P.M. Holley 1st, DeDee 2nd

Retroactive to December 1st, Motion to transfer Nick Buchanan to the Water Department. DeDee 1st, Holley 2nd

Retroactive to December 5th, Motion to hire Tina Wallace for the Deputy Clerk-Treasurer/Utilities Clerk position. Holley 1st, DeDee 2nd

Motion to deny Chris French’s request to carry over 3 PTO and 1 vacation day. Holley 1st, DeDee 2nd

The Town has received a grant from the Ripley County Community Foundation in the amount of $500 to purchase an AED for the Town Hall. Commonwealth Engineers has also donated $500. Tony will get with Cintas to purchase cabinet, mount unit, and check each month. The total cost of the AED is $2300, so the Town will need to determine where the rest of the money will come from. Holley feels it is definitely worth the money.

Motion was made to purchase the AED. Holley 1st, DeDee 2nd

Scott Rinear was present and wanted to discuss parking issues on E. Ripley Street by Cardinal Lane. Someone coming out of Cardinal Lane is going to get hurt. He is requesting no street parking there. Shawn Negangard stated those houses have been there for 50 or 60 years and have always parked on the street. Shawn suggested that maybe Cardinal Lane could be turned into a one way street to the north. Norman stated that Council will get with John Ertel and Steve Wilhoit to see if anything can be done.

Steve Wilhoit wanted to thank DeDee for her years of service and all the good things that have happened for Osgood. He stated he appreciates her devotion to the town.

Water Department - Chuck Gill did not have anything.

Sewer Department - Tony Wood stated they have had a great year and are looking forward to 2017. He would like to get together with Council to discuss goals. He calls DeDee his friend and thanked her for her energy and compassion for what she’s done.

DeDee Holliday stated she wants the town to keep moving forward.

Police Department - Eric Roush gave Council his statistical report with 87 calls for the month. He is pleased with the hiring of Will Wallace, who was very anxious to start work and started the very next day. He is a wonderful asset for the town. He wanted to thank DeDee for everything in the hard times and good times. Council welcomed Will and Tina to the Town of Osgood.

Fire Department - Shawn Negangard stated they had 16 runs: 1 fire, 12 EMS, 1 landing zone, and 2 mutual aids for fires. He stated that the Fire Department “Thanks You” to DeDee.

Gerry Harmeyer, Kendall Hurt, and Sherri Summers were there representing Napoleon Water for the new water rate. They understand what has to be.

Norman Kappes and Holley Rose presented DeDee with a poinsettia, plaque, and card: For grateful appreciation to Osgood and its citizens. Norman stated that there is no one who cares more about Osgood than this woman. DeDee stated that since her husband passed, the Town’s people have become her family. She stated that the work has to be continuous and to keep moving forward.
