Regular Meeting
Tuesday, December 15, 2015
7:00 P.M.

Present at the meeting were Tammy Wilhoit, Norman Kappes, Holley Rose, Steve Wilhoit, DeDee Holliday, Wanda Burnett, Toby Church, Shawn Negangard, Chuck Gill, and Ed Mitchell.

Roll Call - all present

Motion was made to waive the reading and adopt the pre-read minutes. Holley 1st, DeDee 2nd

Tabled from last month’s meeting: Employees, Steve Wilhoit, Chris French, and Don Newhart have requested Council to consider allowing them to carry over their vacation and personal days to the New Year.

Commonwealth Engineers - Toby Church was present and stated the Sidewalk and Lighting Project is near completion. They are waiting on documentation from the contractors. He also stated that the 200,000 gallon water tank is back on line. Next Monday, the 3rd shift test will begin. Chuck Gill told Toby he had a concern with the clear well chlorine level dropping. Toby said they may need to add an injection point. Commonwealth is also investigating a project, Al Stong, Toby Church, Tammy Wilhoit, and Holley Rose met with USDA to discuss the possibility of refinancing the debt and getting it at a lower rate. USDA stated they would not refinance their own money. Al and Toby are looking into State Revolving Funds. Also, he wanted to note the chemical usage has decreased after 6 weeks of testing. So far they are having good results, but it will fluctuate as the temperature of the water fluctuates.

Wanda Burnett stated that she has to buy water and ice at her home because they cannot use the water they are getting from Hoosier Hills.

Toby Church stated the problem with Osgood water is that it is so clean, it’s exceptional surface water. The quarries are a big settling tank for us.

Organizational Meeting has been set up for January 6th at 6:00 P.M.

Fire Department - Shawn Negangard stated they held their elections last night. Shawn will remain as the Fire Chief, Alex Brison is the new President, and Kyle Negangard is a Director. All the other positions stayed the same. He stated they had 8 EMS runs and 2 mutual aid runs. He requested Council’s approval to be at the stoplight this Saturday and also requested that members from other fire departments have the capability of joining our department. Norman Kappes stated that as long as he stays within his 28 man roster, everything should be fine.

Street Department - Steve Wilhoit stated that he had met with INDOT last Tuesday to discuss all the complaints the town has been receiving concerning the paving. Ike DeBurger came and looked at the problems and will be addressing the concerns. Steve stated that with the projects from Jac-Cen-Del to County Road 300 North, approximately 3.5 million dollars have been spent and people are not happy with the results from Rohe’s paving. He stated nothing would be done this winter, but probably in the spring. The Sidewalk and Lighting project is coming to an end, a punch list will need to be completed.

Gas Department - Steve Wilhoit stated that this year they had done 588 line locates, changed out 58 meters in Osgood, 170 meters changed in Napoleon, 2 mile gas extension on 300 N with 17 new customers, regulator station overhauled by JCD, and are continuing to work with the GIS Mapping system.

Ed Mitchell from 525 Glasgow Street wanted to commend the Osgood Police Department for their work done when his truck was broke into, someone has been checking their doors to see if their locked, and his partner was slammed against the door and her purse was stolen. He stated that EMS also responded for his partner. He asked Council why we don’t have more law enforcement and different hours. The person that has been doing this is wearing a black hat, black glasses, and a black hoody. The person has also been seen at the Dollar General. He stated there is a drug problem in town and hopes it can be addressed and the other issues can be revolved. Mr. Mitchell also wanted to address a water problem at his residence. His ditch holds water. He is having issues with black mold from the water that is coming down the alley and from Wilson Street. Steve Wilhoit stated that we have been working with Commonwealth Engineers to look for grant funding to address this issue. Steve stated that the Town’s storm drain issues have been completed by 90%, but Mr. Mitchell lives in an area that does need to be addressed. Mitchell stated that the neighbors have put in culverts that are too small and have closed their ditches. Historically his property has been the lowest property over there.

Holley Rose thanked the council, 4-H, the street dept., and anyone who was involved in the “Winter on the Bricks”. She stated there were approximately 300 people there.
