Regular Meeting
Tuesday, December 16, 2014
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Steve Wilhoit, Mary Ann Gay, Linda Krinop, Norman Kappes, DeDee Holliday, Eric Roush, Chuck Gill, Scott White, and Tony Wood.

January 5, 2015 at 6:00 P.M. will be the Organizational Meeting for the New Year.
Motion was made to reappoint Scott Rinear as the Town’s representative to the Ripley County Planning and Zoning. DeDee 1st, Norman 2nd

The Town of Osgood received two grants from the Reynolds Foundation:
- $9,662.63 toward the purchase of an auger and landscape rake for the skid steer and
- $74,362.00 plus project costs for the sidewalk extension including curb and lighting south of town along Buckeye Street.

American Legal Publishing’s quote for Ordinance Codification is $7,850. Proposal and agreement have been reviewed by the Town’s attorney.

The Town of Osgood in cooperation with the Ripley County Redevelopment Commission received sealed bids for farming the industrial park.
Motion was made to enter into a Farm Lease Contract with Hansen Family LLC for the 7.5 tillable acres that the Town owns for the year 2015 and 2016. Norman 1st, DeDee 2nd

Ordinance 2014-2 was prepared for the $23,000 loan between the Gas Department and the Water Department. Loan will be repaid when funds are available. Loan was previously approved at the last Council meeting and Ordinance 2014-2 will be signed and dated.
Employee medical insurance will be increasing for the year 2015. Clerk-Treasurer will seek quotes from other companies to try and obtain a lower fee.
Motion was made to grant employees Friday, December 26th as holiday. Norman 1st, DeDee 2nd

Sewer Department - Tony Wood stated the Net Reporting for online has been approved. He has been working with Don Larson from Commonwealth and Best Metal Finishing on chloride compliance. The GIS Trimble unit is in and a training for January will be scheduled. Also, the completed Wastewater Project was submitted to ACEC (American Council of Engineering Companies) and received the “State Finalist Award” for this year. This is an achievement the Town should be very proud of. There will be an awards banquet Thursday, March 5, 2015 at the Indianapolis Marriott North.
Police Department - Eric Roush stated there have been thefts concerning pop machines in the area and they have had 3 theft, 1 drug arrest, 1 battery, 9 tickets, 25 warnings, 1 domestic, 1 accident, and 1 warrant. They had 66 kids who participated in the Cops for Kids event. Also, he presented General Order 1.3 for the Council to consider adding to the Police Department’s S.O.P.’s which pertains to the procedures for the use of non-deadly and deadly force.
Motion was made to approve General Order 1.3 and add it to the Police Department S.O.P.’s. Norman 1st, DeDee 2nd

Fire Department - Scott White asked permission to be at the stoplight this Saturday for their annual event. Santa will be at the firehouse Monday, December 22nd. They had 6 first response runs, 2 mutual aids, and 1 fire. Elections were held for the New Year and Scott will remain as president, Shawn Negangard - Fire Chief, Mike Stephens - Vice President, Larry Black - Treasurer, and David Brooks - Secretary.
Motion was made to approve their request for the stoplight on December 22nd. DeDee 1st, Linda 2nd
2 - ayes, Norman abstained from voting.
