Regular Meeting
Tuesday, December 15, 2009
7:00 P.M.
Present at the meeting were Chris Lemen, Tammy Wilhoit, Linda Krinop, DeDee Holliday, Mary Ann Gay, John Hegge and Josh Cady.
Roll Call – Norman Kappes was not present
Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Linda 2nd

Motion was made to appoint Marianne Wiggers to the Rising Sun Regional Foundation Board. DeDee 1st, Linda 2nd

Ordinance 2009-15 was presented which establishes a procedure for enforcement of Town of Osgood Ordinances. Pursuant to Indiana Code 33-36-2-1, the Town establishes the Town of Osgood Ordinance Violations Bureau and pursuant to Indiana Code 33-36-3-1 designates Dana Row as its Ordinance Violations Bureau Clerk.
Motion was made to adopt Ordinance 2009-15. DeDee 1st, Linda 2nd

Organizational Meeting has been scheduled for January 4, 2010 at 6:00 P.M.
Additions to the Town of Osgood Police Department Standard Operating Procedures were presented. This establishes procedures for collecting, maintaining, keeping and expunging of information, records or evidence regarding ordinance violations.
Motion was made to adopt the additions to the Police Department S.O.P.’s. DeDee 1st, Linda 2nd

Fire Department – Chris Lemen reported that effective January 1, 2010 he would no longer be Fire Chief. He has been on the Fire Department for 30 years with 13 of those years as Fire Chief. He had decided to step down. He wanted to thank all past and current Council Members for the years of working together. Council thanked Mr. Lemen for all his years of service. Steve Linville will be the new Fire Chief. He also requested Council to review their Burning Ordinance concerning who enforces it.
Police Department – John Hegge stated that effective January 1, 2011 it will be mandatory to interview all felony suspects by audio and video. He wanted Council to be aware that equipment will be needed. He has estimated it to cost between $12,000 and $15,000. He conducted a Pharmaceutical Diversion Demonstration and has been asked to do more. He has also been asked to be a Drug Recognition Expert, where he would train others. It would be a weeklong training in February. He asked Council to consider it.
