Regular Meeting
Tuesday, August 17, 2021
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Norman Kappes, Holley Rose, Herman Strumpf, Matt Wirth, Jeremy Schmitt, and Jerry Vollmer.

Motion to waive the reading and adopt the pre-read minutes. Holley

Opened the public hearing for the 2022 Budget. Norman Kappes asked if anyone had questions, no one responded. Hearing was closed.
Old Business:
On June 30, 2021 Ripley County Area Plan Commission sent letters to the following property owners, which gave them 30 days to comply:
4462 Hillcrest Drive: violation of abandoned vehicles, waste matter, junk, and debris. (Section 80.06 (I), Section 80.26 (J), and Section 80.38 (A) of the Ripley County Zone Code.) This property is still not in compliance.
401 E Fairground: violation of boats, campers, and trailers in yard. (Section 80.06 (I), Section 80.26 (J), and Section 80.38 (A) of the Ripley County Zone Code.) All of these items were just moved from the front yard to the back yard.
230 S. Buckeye: violation of a semi-trailer being used for storage. (Section 80.33 (B)(7) of the Ripley County Zone Code.) Semi -trailer is still there.
Status update:
445 N. Maple Street - has a suit been filed? (car parked over sidewalk, damage to right-of-way). Lynn Fledderman was not present to update the council on this status.
Council agreed that since the 30 days have expired, Lynn can proceed with the next step to bring these properties into compliance.
INDOT has made the transition to use DocuSign to electronically sign contracts for the Community Crossings Projects. Council will need to make a motion to give Steve Wilhoit the legal binding authority to sign contracts for the Town. The minutes will be used showing the delegation made to Steve.

Council was presented with a Hedging Agreement for natural gas, allowing Osgood to take index gas in the PEFA program and retain the gas at a discounted price when we do hedging. This agreement will help with future hedges.

Commonwealth Engineers - Matt Wirth and Jeremy Schmitt were present to update Council on projects:
Water Improvements Project - OCRA funding application was submitted prior to June 25th deadline and the awards will be announced September 9th, which was extended from August 15th.
State Water Infrastructure Fund (SWIF) Grant application was submitted on July 14, 2021. Anticipate hearing about the award on or about August 27th, extended from August 6th.
While both of the above announcements have been delayed, to date, the deadlines for completion of these projects have not been extended. To meet the scheduled field work, the preliminary design should be started as soon as possible.

2020/2021 Community Crossings Project - Contractor is finishing most areas except Ripley Street. They have been working with the contractor to identify delivery of storm sewer for Ripley Street. The scheduled completion date is 150 days, which is September 17th. Jeremy does not feel that they’ll be ready. Contractor has had problems getting pipe.
Culvert Project - Closeout documents have been provided by the contractor and this project has officially been closed.
2021/2022 Community Crossings Project - Application was submitted on July 29th. This round is anticipated to be awarded in late October / early November.

Commonwealth Engineers - $20,346.56 for construction and commissioning, RPR

The Ripley County Economic Development Corporation, through the 2022 Inter-Local Agreement, is requesting financial support. It’s the same as previous years, 12% of EDIT funds.

Reynolds Grant Application for 2022 Annual Tree Maintenance, approved and signed.
Wastewater Department - Tony Wood stated that the compliance has been met. Pre-treatment is up to date. He will be attending conference next week for CEU’s. He is hoping that on the second SWIF application they will be able to leverage money for the clarifiers to get them coated.
Water Department - Tony Wood stated that the budget is still not stable. He may request a meeting by the end of year if doesn’t get better. Chemical prices have gone up 3 times this year. He would like to look at things long term. He stated that the generator has been ordered for the Town Hall, it will take 6 months to get. They will go ahead and get the electric and pad done while waiting on the generator. The generator was purchased thanks to Rising Sun Regional Foundation, Southeastern IN REMC, Crum/Tartar Fund, and funds from the Town. They have upgraded Home Town Auto to a new meter and that leaves 4 meters not on the new system yet. Still working out issues with Badger Meter on the software side. When the flow goes down early next year, they will be performing chemical tests to see if money can be saved. They will be looking to save money off chemicals and reduce a shift by 4 hours. The cost of goods and services have increased. It’s a busy summer.
Osgood Beautification Committee - Jerry Vollmer was present and stated that the Career Center will be starting construction on the N. Elm Street house again, now that the Career Center is back in session. We will be receiving minutes from the OBC showing where they negotiated a deal with Iron Timbers to take over the mill property. Iron Timbers has plans to expand their business. The expansion will not take place overnight, it will take some time. OBC has stipulations built into the contract, if the expansion doesn’t happen. Jerry also told Council that Robert Dafford is doing the mural at the mini park. He stated that he has painted all over the world and his 3 dimension paintings are amazing. The mural should be complete in 2 to 3 weeks.
