Regular Meeting
Tuesday, August 18, 2015
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Norman Kappes, Holley Rose, DeDee Holliday, John Ertel, Suzanne & Jerry Wiwi, Marc Hansen, Chuck Gill, Scott White, Eric Roush, and Larry Bewley.

Open the public hearing for the 2016 Budget. Norman Kappes asked if anyone had questions, no one responded. Hearing Closed.
Old Business:
Motion was made to approve $500 for Safe Passage. DeDee 1st, Holley 2nd

John Ertel was going to look at adding some verbiage to Ordinance 2009-13. Amendment to Ordinance 2009-13 was presented. The amendment would: reduce the height violation of the grass from 12” to 8” that would need to be mowed at least once a month in April and October, and at least twice a month during the months of May through September. Prohibit grass clippings, mowed grass, mowed leaves, mowed debris cast or blown onto or into the Town’s streets, curbs or alley. Animal matter including but not limited to carcasses, skeleton or feces. Trash including but not limited to appliances, furniture or rubbish of any kind. Any disagreeable substances which may be harmful, hazardous, poisonous, and odorous or which may breed insects or draw vermin. It would also reduce the number of days to comply from 15 to 10. The penalty for this ordinance violation would be a fine up to $2,500 plus $250 administrative costs.
Amendment to Ordinance 2009-13 was tabled until Council can further review changes that have been made.
A “Thank You” note was read aloud from Ronnie and Linda Lohrum, thanking the employees for all their hard work after the July 17th storm.
Ripley County Economic Development 2016 Inter-Local Agreement was presented. Osgood would hereby agree to pay over to the corporation the sum equal to 12% of the 2016 Economic Development Income Tax disbursed from the State of Indiana.

Clerk-Treasurer has received notification from EMC Insurance that the claims the Town turned in for damage at the Town Hall, Water Plant, Sewer Plant, and Gas Office will be paid.
Retroactive to August 10, 2015: Motion was made to hire Lawrence Bewley as the Deputy Marshall. Holley 1st, DeDee 2nd

Council welcomed Larry to Osgood. He is originally from Boone County, Indiana and has been in the emergency service field for 28 years. He is excited to get settled in and become a part of the Osgood Community.
Jerry and Suzanne Wiwi were present requesting Council approval to update the mobile home at 425 Western Avenue from a 1963 to a 1986. The 1963 mobile home is still there, they would like to swap it out with the 1986. Council requested that he draw up a map that the Superintendents can review and sign, it meets the current ordinance as long as it does not interfere with the utilities.
Marc Hanson with Utility Service Group was present to discuss the current water tank maintenance contract. The water tank at the plant has leaked 3 times in the past 2 years and he is sure it will leak again because it is continuing to corrode. Their company purchased Phoenix Tank Contracts and claims they haven’t been charging enough. He presented Council with a 15 year proposal, which will substantially increase the current costs. Council will review.
Fire Department - Scott White reported the July runs: 2 Vehicle Accidents, 13 First Response Runs, and 1 Storm.
Police Department - Eric Roush welcomed Larry to the Police Department and gave his monthly statistical report: 4 Citations, 3 Domestic, 3 Agency Assists, 2 Accidents, 3 Suspicious Vehicles, 4 Suspicious Persons, 2 Battery, Training, and Qualifications. They have also been ordering equipment for Larry.
