Regular Meeting
Tuesday, August 18, 2009
7:00 P.M.
Present at the meeting were Steve Wilhoit, Tammy Wilhoit, David Mohler, Pat Zaharako, Ed Newman, Chris Lemen, Chuck Gill, DeDee Holliday, Norman Kappes, Beth Rumsey, John Hegge, Josh Cady, Rob and Vanessa Copeland.
Pledge of Allegiance
Roll Call – Mary Ann Gay not present.
Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Council President, Linda Krinop opened the public hearing for the 2010 Budget. She asked if anyone had questions concerning the Budgeted amounts that had been advertised. No one responded.
Hearing closed.
Commonwealth Engineers – David Mohler stated that they are proceeding with the Wastewater Evaluation and requested the option for a public hearing at the next regularly scheduled Council meeting. Requested that Umbaugh do a preliminary rate study and the public hearing would be pending the time frame of Umbaugh’s report. Advertisement would need to be done 10 days before meeting. Mr. Mohler also stated that there is an energy efficient grant available through the State for Municipally owned facilities. He will put application together and get it to the State.
Motion was made to have Umbaugh proceed with the Preliminary Rate Study. This cost will be paid out of Riverboat. DeDee 1st, Norman 2nd

Commonwealth Engineers – Pat Zaharako stated that the Water application is in at Rural Development and we should know more information in about a month. He stated that it is marginal whether we will qualify for grant money for this project through Rural Development because our water rates are still too low.
Fire Department – Chris Lemen reported everything was ok.
Street/Gas Department – Steve Wilhoit reported everything was ok.
Water Department – Chuck Gill reported everything was ok.
Police Department – John Hegge reported everything was ok.
Ed Newman reported that the Junk Yard has appealed the BZA decision. It will be 30 to 45 days before we hear anything more.
Rob Copeland wanted to file complaint concerning Marshal Hegge. The complaint was really concerning his son Brian Copeland and his ex-girlfriend. The ex-girlfriend was allowed to remove her stuff from the son’s rented house. Council President asked Marshal Hegge if he had a response to the complaint. Marshal Hegge had contacted the actual owner of the home, who confirmed that the female was a tenant and she had bills in her name going to that address. Marshal Hegge stated that it is a Civil Matter. Council President told Rob Copeland that if his son (Brian) has a complaint he should be the one addressing the Council.
Motion was made to give Safe Passage $500 from Riverboat Funding. DeDee 1st, Norman 2nd
