Regular Meeting
Tuesday, April 16, 2019
7:00 P.M.
Present at the meeting were Tammy Wilhoit, Norman Kappes, David Bultman, Holley Rose, Toby Church, Steve Wilhoit, Dean Ferrier, Will Wallace, and Tony Wood.

Old Business:
Water and Sewer rate ordinance - Lynn has prepared ordinances for Council review.
First reading of Ordinance 2019-3: An Ordinance Establishing Fund #454- Sidewalk Maintenance Fund. The Town of Osgood establishes this fund in which cut permits for public right of way and restoration of public way may be deposited.
Motion to primarily adopt Ordinance 2019-3. Holley 1st,

On April 8, 2019, quotes were opened for trash pickup and were taken under review by Council. It was recommended that the Town go with twice a week pickup year round to help control the quantity of trash being put out and to lessen the loads. Under Rumpke’s Option #2: they would provide solid waste collection of up to (3) 32-gallon cans, a 96-gallon trash cart or their equivalent for each pickup, or a total of six cans per week from each residence, business, industrial or institutional establishment with the town of Osgood. Service will be provided on Monday and Thursday each week throughout the full year.
Motion was made to accept Rumpke’s Alternate Bid - Option #2. Holley

The Town will be applying to the Reynolds Foundation with 4 emergency grant applications:
- $32,600 to loop a water main on Andrews/Shook Street
- $45,000 to request additional professional service fees due to the increased scope of work for the Community Crossing Grant.
- $165,000 for a Ripley Street Culvert and Storm Line Grant.
- $823,000 up to $1.13 million for a complete Culvert Project
Council signed grant application forms.
Gas Department - Steve Wilhoit stated that a leak survey had been completed and there were under 10 leaks for the year, all will be fixed by fall. There will also be 4 taps to complete this year.
Water Department - Tony Wood stated that the 2 water towers will be inspected and will be completed April 4th and May 5th. They will be coating the clarifier and doing jar testing to look for a better and cheaper chemical. The lab has been switched over to the new equipment and all the water personnel have been trained. He is currently working on the budget to see where they can find savings. An ad has gone in the paper for flushing hydrants to whole month of May.
Sewer Department - Tony Wood stated the sludge samples were out. He has also found a truck to replace the 1993 Sludge Truck. The cost of the truck is $7,500 and would like Council’s approval to purchase it.

Tony will be taking 2 more water classes then he will take the exam the first part of May. Brett Linville is currently taking a distribution course and he and Riley Thomas both took a 2 day sewer training class.
Police Department - Will Wallace submitted his monthly statistical report: 41 traffic stops, 7 town ordinance/civil process, 16 agency/citizen assists, 7 accidents/emergency assists, and 41 criminal for a total of 112 calls.
Osgood Volunteer Fire Department turned in their monthly statistical report: 6 mutual aid, 6 first response, 1 vehicle accident, and 1 elevator alarm/rescue for a total of 14 calls.
