Regular Meeting

7:00 P.M.

Present at the meeting were Tammy Wilhoit, Norman Kappes, DeDee Holliday, Holley Rose, John Ertel, Shawn Negangard, Eric Roush, Ruth Hughes, Charlie Sheehan, Keith Parker, Neil Comer, Al Stong, Tony Wood, Steve Wilhoit, Chuck Gill, Carl Hauser, Keith Brabender, Derik and Krystall Simon.

Roll Call - all present

Norman Kappes welcomed John Ertel as the Town’s new attorney.

Motion was made to waive the reading and adopt the pre-read minutes. Holley 1st, DeDee 2nd

John Ertel began the Auction for the 2012 eXmark Triton Mower, as is. Shawn Negangard and Neil Comer bid with the highest bid going to Shawn Negangard for $7,600.

Hazen Paper - Charlie Sheehan was present requesting approval for their Tax Abatements. Town attorney, John Ertel, had previously reviewed documents.

Motion was made to approve and sign Hazen Paper’s Tax Abatements. Holley 1st, DeDee 2nd

Badger Meter Inc.’s (new meter reading system) Software and Hardware Support Services Maintenance Agreement was presented. John Ertel made suggestions for some revisions that should be asked for.

Old business: Last month a letter was sent to Christopher Walker at 531 Leslie Street requiring action as to an unsafe premises. This property was sold on tax sale October 31, 2014 to Jerry Burton. Mr. Burton will be entitled to receive a deed for the property if it is not redeemed before October 30, 2015.

Sewer Department - Tony Wood stated that they have a water leak and that they had a lightning strike that affected some of their equipment. Next month they will be applying for the Agreed Order to be lifted for the NPDES permit that is tied to metal and chloride violations.

Commonwealth Engineers - Al Stong stated they are proceeding with the INDOT permit for the Sidewalk Project and they will be ready to bid.

Gas Department - Steve Wilhoit stated they are working on 2 gas line extensions, Napoleon Hardwood and County Road 300 N. Napoleon Hardwood is scheduled for a May 4th installation and easements are being prepared for County Road 300 N. The gas inspection revealed the need to update the Drug Testing Policy and Procedures, which has already been completed, and the non-redundant call system. Call Net, a call center out of Bloomington, can be an answering service for the Town and calls will be answered 100% of the time. This center can be used for all departments, more information will be obtained.

Police Department - Eric Roush gave his monthly statistical report: 19 citations, 40 warnings, 3 overdose, 3 thefts, 1 suspicious person, 7 warrants, 4 welfare checks, 6 domestic, 4 drug, 1 mental, 4 accidents, 1 suspicious vehicle, 2 dog complaints, child molesting, shots fired, 1 illegal fire, vandalism, mock accident, 1 alarm, 1 hang up, 1 driving while suspended, and 1 minor consumption.

Fire Department - Shawn Negangard gave monthly statistical report: 15 first response, 1 mutual aid, and 1 fire for a total of 17 runs. NFPA states that the pumper is maxed out at 25 years old, we have a 27 year old pumper that will probably need to be replaced. Also, bunker gear will need to be replaced by January 1st. Clerk-Treasurer advised that she had contacted S.I.R.P.C. to see what grant funding is available.

The earlier Executive Session from 6:00 P.M. that was recessed was reopened for information concerning a complaint regarding personnel, and potential litigation concerning USDA.
