Regular Meeting
Tuesday, April 15, 2014
7:00 P.M.
Present at the meeting were Charlie Sheehan, Mindy Hauser, Shawn Negangard, Chuck Gill, Scott White, Jan Thomas, David Bradshaw, Jason Hughes, Abby Lauber, Dana Row, Sam Row, Travis Rohrig, Eric Roush, Linda Krinop, Tammy Wilhoit, Norman Kappes, Vickie D. Holliday, and Terri Zins.
Pledge of Allegiance.
Roll Call – Mary Ann Gay was not present
Motion was made to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Hazen Paper – Charlie Sheehan was present with the request for Council to approve Tax Abatements.

Linda Krinop discussed the Town wanting to pursue a grant from the Ripley County Community Foundation in the amount of $25,000. We would like to install outdoor exercise equipment at our trails located on County Road 300 North. We have had such a positive response from other communities and organizations that have came and used our trails. Osgood would like to partner with people in our community as well as the surrounding communities to achieve this goal. Linda showed on the trails mapping where the equipment could be located. A book showing what kind of equipment could be purchased was passed around. Travis Rohrig with Jac-Cen-Del School Corporation asked if ground covering was being considered for the safety of children. Linda Krinop stated yes. David Bradshaw with Jac-Cen-Del said there is a good example of this type of project at the Harrison City Park. Ripley County Humane Society (Terri Zins) is organizing a walk/run on June 21st at the trails and partnering with Friendship State Bank so they can utilize this event to help lower insurance cost. Shawn Negangard with Manderley Health Care Center stated that they have been using the trails. Linda Krinop asked anyone who supports this project to partner with the Town and write a letter of support.
Police Department – Eric Roush gave his monthly statistical report:
Tickets 7, warnings 28, accidents 4, domestic disturbances 1, warrant service 1, building checks, suspicious person 1, overdoes 1, agency assist 1, suspicious vehicles 2, traffic control for REMC annual meeting, K9 search at JCD, VIN check 1, found cell phone 1, intrusion alarm 1, community relations-archery at JCD, training, follow up investigations, dog complaint 1, meeting at Dept of Child Services, theft 2, phone scam 1, OWI 1, and battery reports 2.
Also, at the last meeting Marsha Bultman asked that the intersection of Buckeye and North Streets be looked at because of parking issues and not being able to see when pulling out. Officer Roush had not seen any issues. Hazen Paper will be putting up a gate at the back of their parking lot to try and alleviate some of the issues with semi traffic there.
Fire Department – Scott White gave run totals for the month of March:
Accidents 2, 1st Response run 11, Fire 1, Standby @station 1, Traffic 1, and Missing Person 1.
Sewer Department – Tony Wood stated the report was signed and we have received our Land Application Permit from IDEM. A letter has been sent to a business owner concerning the Sewer Use Ordinance. Also, Best Metal Finishing has been holding with their verbal agreement.
Water Department – Chuck Gill stated they have started their seasonal cleaning at the water plant.
Motion was made to approve Knights of Columbus at the stoplight for May 10th, American Legions Women’s Auxiliary for May 17th, and Jac-Cen-Del Varsity And1 Camp for May 24th. DeDee 1st, Norman 2nd

Motion was made to approve a letter of support for the Southeastern Indiana Community Preservation and Development Corporation to purchase/rehabilitate homes in Osgood. DeDee 1st, Norman 2nd
