Regular Meeting
Tuesday, April 19, 2011
7:00 P.M.

Present at the meeting were Mary Ann Gay, Linda Krinop, Tammy Wilhoit, Norman Kappes, Tony Wood, Steve Wilhoit, David Mohler, Chuck Gill, Steven Stepleton, Mark Dieckmann, Ron Ebinger, Sherry Engel, Angie Davidson, Keri Johnson, and Beth Rumsey.

Pledge of Allegiance

Roll Call – all present

Motion was made to waive the reading and adopt the pre-read minutes. Norman 1st, DeDee 2nd

Motion was made to allow Knights of Columbus to be at the stoplight on May 14th to collect funds for the mentally handicapped. DeDee 1st, Norman 2nd

Water Storage Project Claims were presented:

Mitchell and Stark – Pay Request #2A for $164,761.18
Commonwealth Engineers - $19,264.25 Construction and Professional Fees

Motion was made to approve these claims. Norman 1st, DeDee 2nd

Holman Excavating Claims were presented - Pay Request #4B for $31,157.37. Motion was made to pay claim subject to the engineer’s approval of all work being satisfactory. Norman 1st, DeDee 2nd

Holman Excavating – Change Order #B1 was presented for $448.65 to remove a pine tree and meter for the Water Storage Project. Motion was made to approve. Norman 1st, DeDee 2nd

Wastewater Improvement Project – USDA is requesting additional information to prepare for the closing on the loan. Mary Ann and Tammy will get documentations together. Commonwealth will be at the next regular meeting to request approval to send out for bid. Everything needs to be done in a timely manner to meet OCRA’s deadline of August 30th.

Trails Project – an Environmental Review Letter from IDEM was presented for signature and a Supplemental Contract Proposal from Green 3 for $17,345.

Motion was made to proceed. DeDee 1st, Norman 2nd

Ordinance 2011-3 was presented which re-establishes the Cumulative Capital Development Fund. This fund will be used for all statutorily authorized purposes under Indiana Code.

Motion was made to approve Ordinance 2011-3. Norman 1st, DeDee 2nd

2010 Census numbers are in. Osgood’s population is 1,624. That is a decrease from the 2000 Census.

The Town Hall is in need of a new copier since the current copier is 16 years old and on the verge of a break down. Clerk-Treasurer received a proposal for a new Kyocera Taskalfa 300ci for $10,628.

Motion was made to approve the purchase of the Kyocera copier. DeDee 1st, Norman 2nd

Wastewater Dept. – Tony Wood stated they are working on the QAQC Lab Competency. They have had one overflow for the month of March and the chlorides were a little high last month, but are going down.

Street Department – Steve Wilhoit reported that the Safe Routes to School Project will be starting soon. Kings Trucking from Seymour was the lowest bidder. There will be new sidewalks from the stoplight to the school.

Water Department – Chuck Gill reported that the Water Storage Project is coming along.

Police Department – Steven Stepleton stated that he has successfully completed the Academy.

Mark Dieckmann with the Farm Club was present and requested assistance from the Police Department again. The event will take place June 24th, 25th, and 26th. They will be hosting an Allis-Chalmers group for the 1st time.

Sherry Engel with Holman Excavating (Water Storage Project contractor) stated that we care and hear your concerns and want to offer better customer service. Linda Krinop stated that they had received another complaint today from a resident on Leslie Street concerning her yard. Linda also stated that she was not happy with the seeding behind Chuck Gill’s residence. Sherry stated that was just a rough seeding, that it is required for erosion control.

Keri Johnson – stated they need participants for the O.B.C. organization. Currently there are only 3 active members. With only 3 active members they won’t be able to continue. She stated that they have $500 for the flower pots. Linda Krinop stated that the Town will plant and maintain the flower pots.

Angie Davidson – was present and asked about skateboarding. Steve Stepleton told her as long as they are not damaging property it’s ok.

Motion was made to give Steven Stepleton a $1000 yearly wage increase for completing the academy. Norman 1st, DeDee 2nd
