Regular Meeting
Tuesday, April 21, 2009
7:00 P.M.
Present at the meeting were DeDee Holliday, Norman Kappes, Linda Krinop, Mary Ann Gay, Tammy Wilhoit, Chris Lemen, Steve Wilhoit, John Hegge, Josh Cady & wife, Ashley Piziah (Hazen), Tom Truesdel, Beth & Patch Rumsey.

Make a motion to waive the reading and adopt the pre-read minutes. DeDee 1st, Norman 2nd

Motion was made to sign the Amendment to Owner-Engineer Agreement with Commonwealth for the Wastewater Treatment Plant Evaluation. DeDee 1st, Norman 2nd

Ashley Piziah with Hazen Paper Company was present requesting Council’s approval on the Statement of Compliance for the Tax Abatements. Mary Ann Gay stated that everything appeared to be in compliance and suggested that the Council approve Miss Piziah’s request.
Motion was made to approve Hazen Paper’s Statement of Compliance. Norman 1st, DeDee 2nd

Ordinance 2009-6 was presented whereas the Town of Osgood maintains certain funds for specified purposes. The Town of Osgood Police Department has occasional need to utilize funds for confidential nature. As prescribed by State Board of Accounts, a fund will be set up.
Motion was made to approve Ordinance 2009-6. DeDee 1st, Norman 2nd

Ordinance 2009-7 was presented which prohibits the use of public streets and sidewalks as a site for vehicle, trailer or equipment repair. Any violation of this ordinance shall result in the imposition of a fine of Fifty Dollars ($50) upon the violator.
Motion was made to adopt Ordinance 2009-7. DeDee 1st, Linda 2nd

Street Department – Steve Wilhoit stated that he is working on a Storm Drain Project on Fairground Road.
Gas Department – Steve Wilhoit stated that we are now out of the winter hedges and there should be a considerable drop in the prices.
Fire Department – Chris Lemen reported everything was good.
Tom Truesdel was present to express his concern over restricting garage/yard sales. Council explained that the ordinance concerning this issue had been tabled.
Sue Bunselmeier requested permission to be at the stoplight May 9th for Relay for Life.
Motion was made to approve May 9th at the Stoplight for Relay for Life. DeDee 1st, Norman 2nd

Marshal Hegge introduced Josh Cady as the new Deputy Marshal for the Town of Osgood. His official starting date will be May 1st, 2009.
Harley White was present requesting more police coverage.
May 19th @ 6:00 p.m. will be an executive session concerning the police department.
