Organizational Meeting

Present at the meeting were Tammy Wilhoit, Chris Kuhn, Holley Rose, Bill Roberts, and Lynn Fledderman.
Roll Call - all present
Lynn Fledderman swore in Council Members, Bill Roberts and Holley Rose.

Resolution 2023-4 with contract. The contract state that the Town of Osgood needs to provide fire protection services to the residents and businesses. Osgood Volunteer Fire Department is available and willing to provide this service.
Council made the motion to approve Resolution 2023-4 with the stipulations
that a quarterly report be submitted with all calls, whether responding or not.

Resolution 2023-5 with contract. The town of Osgood has the legal authority to contract with the Jackson Center Delaware Fire Territory for the provision of fire protection services. The fire protection services by the Osgood Volunteer Fire Department, Inc. through the Town of Osgood.

Osgood Volunteer Fire Department and the Jackson Center Delaware Fire Territory.

A meeting was scheduled with Christopher Stephens, attorney. Mr. Stephens had wrote the meeting wrong on his calendar and did not show up.
Special Meeting

Present at the meeting were Tammy Wilhoit, Chris Kuhn, Holley Rose, Bill Roberts, Lynn Fledderman, Tony Wood, Scott Hadler, and Doug Baldesari.
Bakertilly previously presented council with 3 options for water and sewer rate increases. Now they have come back to the table with 1 option for each. Scott Hadler went through the proposals and answered questions that the council had.
Motion to adjourn the Special Meeting and go into the regular meeting.

The Town solicited bids on 117 W. Ripley Street in October and they were taken under advisement. The bidder now has his finances in line.

Commonwealth Project Memo:
Water Improvement Project —
The project design is complete and we are currently coordinating with utilities and permitting agencies. The IDEM construction Permit Application has been submitted.
We are on track for advertising for bids in late February.
2022 Round 2-Community Crossing Project —
Design work continues, meeting was held with Steve Wilhoit, Jeff Lashlee and Dale Gick on January 13th . reviewed drainage, verified road, parking and curb details.
Project must have a contract to INDOT by April 6th .
Amendment submitted for Bidding, Construction Engineering, RPR, and Project Closeout.
Motion to approve Commonwealth's Task Order for the 2022 Round 2

Updated signatures on the Gas Public Awareness Plan.
Clerk-Treasurer requested Council approval to seek a DNR Grant for up to $400,000 for the trails.

Council has been working with Bakertilly on rate studies for the water and sewer utilities.
Police Department — Daniel Craig state that the new officer has started and he is working out well. He has received several complaints of mud and ATV's on Morris Street. They will be patrolling the area more.
Fire Department — Riley Thomas gave the 2022 statistical report: they had 140 runs. They are updating the generator at the firehouse, waiting on delivery. Also, they have 4 or 5 new members with 3 or 4 more applications coming through.
Brandon and Ashley Love were present with concerns of the school buses stopping on Buckeye Street to pick up their child. Cars are buzzing by speeding, along with tractor trailers. The tractor trailers are also using jake brakes. Chris Kuhn stated that the town does have an ordinance against jake brakes. Daniel asked them to come back next month so he can share some results with them. Bill Roberts told them they needed to work with the school and Officer Craig to correct the issue.
